1. Regarding 1 Article 31, 34, parts 5 of Article 37 and part 1 of Article 201 of the word "alcoholic drinks or drugs" shall be replaced with words parts of 1 Article "alcoholic drinks, drugs, the strong or other stupefying substances".

2. Part 1 of article 35 after words of "government" to add with words ", self-government institutions of settlements and villages".

4. Add Article 42 with part 5 of the following content:
