- "About approval of the Regulations on forming and application of rates for paid educational services in the Kyrgyz Republic" of May 18, 2009 No. 300;

- "About approval of the regulatory legal acts regulating activities of the educational organizations of the higher and secondary professional education of the Kyrgyz Republic" of May 29, 2012 No. 346;

- "About approval of the acts regulating activities of the educational organizations of secondary professional education of the Kyrgyz Republic" of July 4, 2012 No. 470;

- "About approval of the List of specialties and normative terms of training in specialties of secondary professional education of the Kyrgyz Republic" of September 5, 2012 No. 610;

The agreement on provision of the equal rights to citizens of the State Parties of the Agreement on deepening of integration in economic and humanitarian areas of March 29, 1996 on the receipt in educational institutions signed on November 24, 1998 in the city of Moscow

Resulting effect of the provided state service

The diploma of the state sample about secondary professional education.

The graduate according to the purposes of the main professional educational program and tasks of professional activity shall have the following competences:

a) general:

- organize own activities, choose methods and methods of accomplishment of professional tasks, to estimate their efficiency and quality;

- solve problems, make decisions in standard and unusual situations, show initiative and responsibility;

- perform search, interpretation and use of information necessary for effective implementation of professional tasks, professional and personal development;

- use information and communication technologies in professional activity;

- work in team, to communicate effectively with colleagues, management, clients;

- take responsibility for work of team members (subordinates) and their in-plant training;

- manage own personal and professional development, adapt to changes;

- be ready to organizational managerial work with small collectives;

b) professional, corresponding to main types of professional activity.

The graduate shall seize professional theoretical knowledge and practical skills according to the State educational standard of secondary professional education of the Kyrgyz Republic

Conditions of provision of the state service

Provision of service is performed:

- indoors, answering to the established sanitary standards, including:

the educational offices equipped and equipped according to requirements for objects, laboratory, workshops by each profession;

availability of the necessary equipment in set on one educational group, including devices and tools;

availability of the gym, sports equipment, the equipped sports ground or stadium;

availability of library, dining room;

availability of medical office;

availability of educational economy (if the corresponding preparation is conducted);

availability of the autodrome or training ground where training of drivers or tractor operators-drivers, and also the autotractor machinery in working order is conducted;

availability of set of the educational planning documentation, including the curriculum, programs for all objects, including the program of work practice, evident materials, the list of qualification works, examination materials, education and guidelines manuals by each prepared profession, and also the registered requirements to equipment of laboratories and workshops;

completeness of the educational organizations by pedagogical personnel and their compliance to qualification requirements;

- in the presence of easy access of citizens to the building and sanitary and hygienic rooms (toilets, washing rooms), including for persons with limited opportunities of health on sight and hearing, and persons with limited opportunities of health with violations of the musculoskeletal device (further - LOV3), equipped (buildings, rooms) ramps, hand-rail.

Rooms have toilets (in regions, in case of impossibility of connection to the central plumbing and sanitary - outdoor), heating, water supply system, phone.

For convenience of visitors in the place of provision of service the list of the documents necessary for service acquisition, and application forms are placed

Term of provision of the state service

Limiting time for documents acceptance for receipt of service - up to 30 minutes.

Aggregate term of provision of the state service - of 1 year 10 months up to 4 years 10 months depending on the received specialty.

Provision of the state service begins with the moment of transfer of the entrant in the educational organization and comes to an end in month after completion of the state certification of graduates.

Limiting time for issue of result of the state service (issue of the diploma about education) - no later than month after completion of the state certification of graduates, no more than 30 minutes

Reception of citizens in authorized the state body pursuing state policy and exercising control in the fields of education and sciences and in the educational organizations is made in day of their address.

- personal address and contacts by phone;

Addresses, phone numbers and operating mode together with the standard of the state service are placed at the stand, the website of the authorized state body pursuing state policy and exercising control in the fields of education and sciences at stands and the websites of the educational organizations

Communication with visitors

In the authorized state body pursuing state policy and exercising control in the fields of education and sciences and in the educational organizations information plates on doors of offices of the employees involved in rendering service are placed.

All employees working with the population have the personified plates (badges) with indication of surname, name, middle name and position.

In case of communication with visitors employees observe the following basic principles of ethics: be polite, benevolent, correct, patient, basic, aim to understand deeply being of question, be able to listen to the interlocutor and understand its line item, and also reason for the made decisions.

The job descriptions (functional obligations) and the professional ethical standards which are not allowing violations of the law of the Kyrgyz Republic, providing the respect for ethical standards, independence and objectivity in relation to citizens excluding conflict of interest shall be observed by all employees.

Communication with persons with special needs on medical and social indications (LOV3, aged pensioners, veterans of war and work, expectant mothers) and provision of service by it is made in form, clear and available to them

Methods of ensuring confidentiality

Information on the applicant and the service rendered to him can be provided only on the bases provided in the legislation of the Kyrgyz Republic

The list of necessary documents and/or actions from the consumer of the state service

The entrant submits the following documents:

- statement;

- passport or certificate of birth;

- the original certificate about the main general education or its duplicate;

- the medical certificate of the established form 086/at;

- the military ID or the assigned certificate (for persons liable for call-up);

- photos (3x4 - 6 pieces).

Additional documents (copies of death certificates of parents, the conclusion of medico-social examination, the diploma of the winner of the republican Olympic Games of school students, the diploma of the prize-winner of the international Olympic Games of school students, certificates of the Master of Sports of the Kyrgyz Republic, the Master of Sports of the Kyrgyz Republic of the international class) it is represented the entrant if he applies for the privileges established by the legislation of the Kyrgyz Republic.

In case of receipt of the diploma it is necessary to provide the following documents:

- passport;

- bypass leaf.

In case of receipt of the diploma by other person it is necessary to show the notarized power of attorney

Cost of paid state service

The state service is provided on paid basis.

The price list of the prices affirms the order of management of the authorized state body pursuing state policy and exercising control in the fields of education and sciences in coordination with authorized state body in the field of the antimonopoly policy.

The cost of service is reflected in the price list of the prices which is placed at information stands and the official site of the authorized state body pursuing state policy and exercising control in the fields of education and sciences and on the websites of the educational organizations

Parameters of quality of the state service

Quality of provision of the state service is determined by the following criteria:

- reliability and timeliness, in accordance with the terms and the provision terms service declared in the standard of the rendered service;

- non-admission of discrimination on the basis of floor, race, language, disability, ethnic origin, religion, age, political and other convictions, educations, origins, property or other status, and also other circumstances;

- availability, reclamation at citizens only of those documents for receipt of service which are specified in the standard;

- compliance of conditions of provision of service to the requirements established by this standard: access to the building, availability of household conveniences, the schedule of acceptance convenient for citizens, availability and availability of information support (in printing and electronic formats);

- correctness and politeness of employees when rendering the state service, consultation during all procedure of rendering service;

- compliance final to result (the received service) to expectations of the applicant;

- availability of the complaint book of citizens in the available place
