The government of the Russian Federation decides:

Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (The Russian Federation Code, 2004, No. 52, Art. 5525; 2009, No. 17, Art. 2088; No. 25, Art. 3073; 2010, No. 40, Art. 5086; 2011, No. 10, Art. 1406; 2012, No. 23, Art. 3008; No. 41, Art. 5636; No. 49, Art. 6858; 2013, No. 33, Art. 4392; No. 42, Art. 5373; No. 44, Art. 5765; 2014, No. 7, Art. 689; No. 9, Art. 913).

Changes which are made to the Order of the Government of the Russian Federation of December 27, 2004 No. 861

1. Item 2 of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services approved by the specified resolution to add with the paragraph of the following content:

"power receiving devices of the consumer" - the devices which are at the consumer, aggregates, mechanisms, devices and other equipment (or their complex) intended for transformation of electrical energy to other type of energy for the purpose of use (consumption) and having among themselves electric bonds.".

2. In Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons, to power networks, approved by the specified resolution:

a) in the subitem "d" of Item 7 of the word to "appendix No. 6" shall be replaced with words to "appendix No. 1", to "appendix No. 7" shall be replaced with words words to "appendix No. 2", to "appendix No. 8" shall be replaced with words words to "appendix No. 3";

b) the paragraph one of Item 8 to add with the offer of the following content: "The request goes in forms according to appendices No. 4 - 7 in any manner of its giving (mail or with use of the official site of the network organization).";

c) to state the subitem "e" of Item 9 in the following edition:

"e) the declared category of reliability of power receiving devices;";

d) to state paragraph two of Item 13 in the following edition:

"the data provided by subitems "an" - "in" and "l" of Item 9 of these rules;";

e) in Item 15:

word in paragraph seven to "appendix No. 1" shall be replaced with words to "appendix No. 8";

word in paragraph eight to "appendix No. 2" shall be replaced with words to "appendix No. 9";

word in paragraph nine to "appendix No. 3" shall be replaced with words to "appendix No. 10";

word in paragraph ten to "appendix No. 4" shall be replaced with words to "appendix No. 11";

word in paragraph eleven to "appendix No. 5" shall be replaced with words to "appendix No. 12";

e) ceased to be valid according to the Order of the Government of the Russian Federation of 07.05.2017 No. 542

g) add Item 34 with the paragraph of the following content:

"The agreement on redistribution of the maximum capacity is signed in form according to appendix No. 14.";

h) in paragraph one of Item 88 of the word to "appendix No. 10" shall be replaced with words to "appendix No. 15";

i) appendices No. 1 - 10 to the specified Rules to replace with appendices No. 1 - 15 following contents:
