The government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan which are hereinafter referred to as with the Parties

understanding danger which is born by emergency situations,

considering need of implementation of coordinated actions for the prevention and liquidation of emergency situations and their effects,

recognizing that the cooperation in the field of the prevention and liquidation of emergency situations will help welfare and safety of the states of the region,

wishing to extend cooperative principles to the aid in case of emergency situation, and making common efforts for ensuring the effective and coordinated help to affected population,

being guided by the purposes of the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan about cooperation in the field of civil defense (protection), the prevention and liquidation of emergency situations of June 16, 2009,

supporting efforts of the United Nations and other international organizations for international assistance in emergency situations,

proceeding from the principles of the Hiogsky Framework Programme of actions for 2005-2015: Creation of potential of counteraction to disasters at the level of the states and communities,

agreed as follows:

Article 1. Determinations

For the purposes of this agreement the following concepts are used:

"the state of stay" - the territory of the state of the Party in which there is Center;

"official" - the representative of competent authority sent to one of the Parties for work in the Center and appointed to the corresponding established post;

"competent authority" - the body appointed by the state of each of the Parties for management and coordination of the works connected with implementation of this agreement;
