About system of electronic queue of vehicles at check points

For the purpose of enhancement of procedure for crossing of Frontier of the Republic of Belarus by the vehicles leaving the Republic of Belarus I decide:

1. Create system of electronic queue of vehicles for entrance to road check points through Frontier of the Republic of Belarus (further - system of electronic queue).

The list of check points, entrance to which can be performed with use of system of electronic queue, is established by Council of Ministers of the Republic of Belarus.

2. Determine that:

2.1. in case of departure from the Republic of Belarus the priority of the omission of the vehicles crossing Frontier of the Republic of Belarus (further – frontier), to road check points through frontier (further – check points) can be installed by means of use of system of electronic queue from waiting areas *;

* For the purposes of this Decree the waiting area is understood as specially equipped platform located before the check point and intended for registration of vehicles in system of electronic queue, and also direction for entrance to the check point according to the priority installed by system of electronic queue.

2.2. entrance of vehicles to check points from waiting areas is performed according to the procedure of priority, the installed system of electronic queue, and also with the right of entrance to the check point out of turn.

For registration in system of electronic queue of vehicles the payment which amount and procedure for collection establishes Council of Ministers of the Republic of Belarus is levied;

2.3. the procedure for functioning of system of electronic queue, registration in it of vehicles, functioning of waiting areas, requirements to their equipment are determined by Council of Ministers of the Republic of Belarus;

2.4. control of system operation of electronic queue is exercised by the republican unitary enterprise "Beltamozhservice" which is the owner and the operator of system of electronic queue (further – the operator of system of electronic queue), the providing its proper functioning.
