1) paragraph one of Item 1 of article 3 after words "agreements on differentiation of powers," to add with words "regulatory legal acts of the President of the Russian Federation and regulatory legal acts of the Government of the Russian Federation,";

"e. 1) performs the powers assigned to it established by the regulatory legal acts of the President of the Russian Federation and regulatory legal acts of the Government of the Russian Federation providing implementation transfer to executive bodies of subjects of the Russian Federation of separate powers of federal executive bodies according to Item 7.1 of article 26.3 of this Federal Law;";

4) in Article 26.3:

a) state Item 7 in the following edition:

"7. Powers of the Russian Federation on areas of jurisdiction of the Russian Federation, and also power of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation, not stipulated in Item 2 these Articles, can be transferred for implementation to public authorities of subjects of the Russian Federation by the Federal Laws.

Financial provision of implementation of the specified separate powers delegated to public authorities of subjects of the Russian Federation is performed at the expense of subventions from the federal budget. In the cases provided by the Federal Law, financial provision of implementation of the powers delegated to public authorities of subjects of the Russian Federation can be performed at the expense of subventions from the budget of Federal Compulsory Health Insurance Fund.

The Federal Laws providing transfer of separate powers of the Russian Federation on areas of jurisdiction of the Russian Federation and (or) in objects of joint maintaining the Russian Federation and subjects of the Russian Federation for implementation to public authorities of subjects of the Russian Federation shall contain the provisions determining:

the list of the subjects of the Russian Federation of powers transferred for implementation to public authorities (further in this Item - delegated powers);

federal executive bodies responsible for the organization and control, monitoring of efficiency and quality of implementation of delegated powers;

the rights and obligations of federal executive bodies, Federal Compulsory Health Insurance Fund connected with implementation by public authorities of the subject of the Russian Federation of delegated powers and (or) the rights and obligations of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) on implementation of delegated powers;

procedure for determination of total amount of subventions from the federal budget to budgets of subjects of the Russian Federation or from the budget of Federal Compulsory Health Insurance Fund to budgets of territorial funds of compulsory medical insurance for implementation of delegated powers and indicators (criteria) of distribution of total amount of such subventions. The total amount of such subventions shall be determined taking into account costs for the organization of implementation of delegated powers;

representation by the management official of the subject of the Russian Federation (head of the supreme executive body of the government of the subject of the Russian Federation) of the reporting on implementation of delegated powers;

procedure for withdrawal of delegated powers at public authorities of the subject of the Russian Federation, return of the subventions provided to the budget of the subject of the Russian Federation, the budget of territorial fund of compulsory medical insurance for implementation of delegated powers in case of withdrawal of given power at relevant organ of the government of the subject of the Russian Federation, and also the right and obligation of heads of federal executive bodies on control of implementation of the subject of the Russian Federation of delegated powers by public authorities, including:
