Article 1

Part third of Article 1 to state 1) in the following edition:

"Tasks in the field of veterinary science in the Russian Federation perform federal executive body in the field of normative legal regulation in veterinary science, the federal executive body performing functions on control and supervision in veterinary science and other fixed field of activity (further - federal executive body in the field of veterinary supervision), and territorial authorities and the organizations subordinated to it, and also veterinary (veterinary and sanitary) services of the federal executive body performing functions on development and realization of state policy, normative legal regulation in the field of defense, the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of internal affairs, the federal executive body performing law-enforcement functions functions on control and supervision in the field of execution of criminal penalties, the federal executive body performing functions on development of state policy, normative legal regulation, control and supervision in the field of the state protection, the federal executive body exercising public administration in the field of safety of the Russian Federation (further - federal executive bodies in the field of defense, in the field of internal affairs, in the field of execution of punishments, in the field of the state protection and in the field of safety), executive bodies of subjects of the Russian Federation in the field of veterinary science and the organizations subordinated to them, the federal executive body authorized in the field of customs affairs and certified according to the procedure, established by the Government of the Russian Federation, specialists in the field of veterinary science within the competence (further - the certified specialists). "Article 2.1. Veterinary rules (rule of veterinary science)

1. Veterinary rules (rule of veterinary science) (further - veterinary rules) are the regulatory legal acts establishing obligatory for execution by physical persons and legal entities of the requirement during the implementing of preventive, diagnostic, medical, restrictive and other actions, establishment and cancellation in the territory of the Russian Federation of quarantine and other restrictions directed to prevention of distribution and liquidation of the centers of infectious and other diseases of animals in case of execution of veterinary accompanying documents, appointment and conducting veterinary and sanitary examination, implementation of actions for ensuring veterinary safety concerning catch of water biological resources and products made from them in case of identification and accounting of animals, when carrying out regionalization, epizootic zoning, determination of the zoosanitary status, cultivation, cultivation, content, movement (including transportation and stage), turnover and slaughter of animals, production, movement, storage and (or) turnover of forages and feed additives for animals, movement, storage, conversion, utilization of biological waste (corpses of the animals and birds, abortirovanny and mortinatus fruits, veterinary seized properties, other waste unsuitable in food to people and on forage animal), to nature, form, content and provision of information on these types of activity, and also determine the rights and obligations of public authorities of the Russian Federation, subjects of the Russian Federation, the organizations subordinated to them in the field of activity specified in this Article.

2. Develops veterinary rules and approves federal executive body in the field of normative legal regulation in veterinary science.

3. The veterinary rules containing provisions which have cross-industry value, or providing joint activities of federal executive bodies are subject to approval in coordination with the interested federal executive bodies.

4. Powers of public authorities, local government bodies cannot be fixed by veterinary rules, to be established obligations of physical persons and legal entities to get permissions, accreditations, certifications, the conclusions and other acts of public authorities or local government bodies, organizations subordinated to them, and also requirements about the direction of notifications or other information in the specified bodies and the organizations, except as specified, provided by this Federal Law cannot be established.

Article 2.2. Veterinary rules of implementation of preventive, diagnostic, medical, restrictive and other actions, establishments and cancellations in the territory of the Russian Federation quarantine and other restrictions directed to prevention of distribution and liquidation of the centers of infectious and other diseases of animals

1. Veterinary rules of implementation of preventive, diagnostic, medical, restrictive and other actions, establishments and cancellations of quarantine and other restrictions directed to prevention of distribution and liquidation of the centers of infectious and other diseases of animals establish requirements to implementation of preventive, diagnostic, medical, restrictive and other actions, establishment and cancellation, obligatory for execution, in the territory of the Russian Federation of quarantine and other restrictions directed to prevention of distribution and liquidation of the centers of infectious and other diseases of animals, to the organization and holding actions for liquidation of diseases of animals, prevention of their origin and distribution in the territory of the Russian Federation, to delimitation of the territory to which the mode of restrictive actions and (or) quarantine, including regarding determination of focus of the disease of animals shall extend, implementation of epizootic zoning, including determination of types of zones for the purpose of differentiation of the restrictions set by the decision on introduction of the mode of restrictive actions and (or) quarantine, the restrictions of production, movement, storage and sales of goods which are subject to veterinary control (supervision) (further - controlled goods), and requirements to features of application of such restrictions depending on disease of animals in connection with which the regime of restrictive actions and (or) quarantine, including to holding actions concerning the production facilities which are in quarantine zone is introduced.

2. Veterinary rules of implementation of preventive, diagnostic, medical, restrictive and other actions, establishments and cancellations in the territory of the Russian Federation of quarantine and other restrictions directed to prevention of distribution and liquidation of the centers of infectious and other diseases of animals affirm by separate diseases of animals.

Article 2.3. Veterinary rules of the organization of work on execution of veterinary accompanying documents

1. The list of the controlled goods which are subject to maintenance by veterinary accompanying documents (veterinary certificates, veterinary certificates, veterinary references) affirms federal executive body in the field of normative legal regulation as veterinary science from among the goods containing in the list of controlled goods approved by the act constituting the right of the Eurasian Economic Union.

2. The procedure for purpose of laboratory researches of controlled goods (including catch of water biological resources and products made from them), including the list of the bases for carrying out such researches, for the purpose of execution of veterinary accompanying documents approves federal executive body in the field of normative legal regulation in veterinary science. This procedure shall provide possibility of carrying out laboratory researches by laboratories, the test centers accredited in national accreditation system.

3. If results of monitoring of veterinary safety of areas of production (catch) of water biological resources performed according to the procedure, established by the Government of the Russian Federation, testify to compliance of the got (caught) in these areas water biological resources to requirements of their safety in the veterinary relation, veterinary accompanying documents for such catch of water biological resources are processed without carrying out laboratory researches.

4. Authorized persons of the bodies and organizations which are a part of the system of the Public veterinary service of the Russian Federation can carry out execution of veterinary accompanying documents on any controlled goods.

5. The certified specialists, not being authorized persons of the bodies and organizations which are a part of the system of the Public veterinary service of the Russian Federation can carry out execution of veterinary accompanying documents on controlled goods from the list approved by federal executive body in the field of normative legal regulation in veterinary science.

6. Authorized persons of the organizations which are producers of controlled goods and (or) participants of turnover of controlled goods and the individual entrepreneurs who are producers of controlled goods and (or) participants of turnover of controlled goods can process veterinary accompanying documents according to the procedure, established by federal executive body in the field of normative legal regulation in veterinary science:

on catch of water biological resources before their revenues to conversion and (or) to the venue of veterinary and sanitary examination;

on the products of animal origin subjected to the thermal or other treatment providing destruction in it pathogenic microorganisms and causative agents of parasitic diseases, and (or) packed into the consumer or shipping package excluding its contact with external environment from the list approved by federal executive body in the field of normative legal regulation in veterinary science under condition if such products or raw materials of which it is made underwent the procedures established by the veterinary legislation of the Russian Federation of confirmation (providing) of safety.

7. The form and procedure for execution of veterinary accompanying documents, except for form and the procedure for registration established according to international treaties of the Russian Federation are established by veterinary rules of the organization of work on execution of veterinary accompanying documents.

8. Execution of veterinary accompanying documents is electronically performed with use of federal state information system in the field of veterinary science according to the procedure, approved by federal executive body in the field of normative legal regulation in veterinary science.

9. The procedure specified in Item 8 of this Article shall provide possibility of creation with use of federal state information system in the field of form veterinary science for seal of the veterinary accompanying document with details, including with unique identification number and other information, and also possibility of automatic creation of the veterinary accompanying document federal state information system in the field of veterinary science.

10. According to the statement of the owner of controlled goods issue of the veterinary accompanying documents which are drawn up electronically can be made on paper.

11. Execution of veterinary accompanying documents is performed on a grant basis.

Article 2.4. Veterinary rules of content of animals

Veterinary rules of content of animals establish requirements to conditions of keeping of animals (except for the wild animals who are in condition of natural freedom including the animals belonging to natural resources of the continental shelf and exclusive economic zone of the Russian Federation), and also requirements to implementation of actions for karantinirovaniye of animals, obligatory preventive actions and diagnostic testings of animals. Veterinary rules of content of animals affirm in relation to separate animal species and the purposes of their content.

Article 2.5. Veterinary rules of implementation of identification and accounting of animals

1. Animals (except for the wild animals who are in condition of natural freedom including the animals belonging to natural resources of the continental shelf and exclusive economic zone of the Russian Federation) are subject to individual or group identification and accounting for the purpose of prevention of spread of infectious diseases of animals, and also for the purpose of identification of sources and ways of distribution of causative agents of infectious diseases of animals.

2. Veterinary rules of implementation of identification and accounting of animals establish procedure of individual or group identification and accounting of animals, the list of the data necessary for implementation of identification and accounting of animals, and also procedure for provision of such data.

3. The list of the animal species which are subject to identification and accounting affirms federal executive body in the field of normative legal regulation as veterinary science.

Article 2.6. Veterinary rules of carrying out regionalization of the territory of the Russian Federation

1. Regionalization of the territory of the Russian Federation - determination of the status on infectious disease of animals of the territory of the Russian Federation or its part limited to natural or artificial barriers and (or) borders of the territories of subjects of the Russian Federation, municipalities or their combination.

2. Regionalization of the territory of the Russian Federation is carried out by federal executive body in the field of veterinary supervision according to the procedure, established by federal executive body in the field of normative legal regulation in veterinary science.

3. Veterinary rules of carrying out regionalization of the territory of the Russian Federation establish procedure for regionalization of the territory of the Russian Federation, including the list of infectious diseases of animals on which this regionalization, procedure and features of content of animals, movements on the territory of the Russian Federation of controlled goods according to this regionalization, the list and procedure for holding necessary additional antiepizootic actions, procedure for informing physical persons and legal entities, public authorities and local government bodies about actions for regionalization of the territory of the Russian Federation, procedure for creation, updating and publication of data and the card of regionalization of the territory of the Russian Federation is carried out.

4. Regionalization of the territory of the Russian Federation is carried out taking into account data of epizootic zoning and taking into account the zoosanitary status.";

3) in Article 3 part one:

"development and approval of veterinary rules, approval of procedure for state registration of feed additives for animals;";

"Article 4.1. Federal state information system in the field of veterinary science

1. The federal state information system in the field of veterinary science is created for the purpose of:

ensuring traceability of controlled goods;

registrations and issues of veterinary accompanying documents;

execution of import permits on the territory of the Russian Federation, export from the territory of the Russian Federation and transit through the territory of the Russian Federation of controlled goods;

data recording and results of veterinary and sanitary examination, laboratory researches and sampling for them;

providing other activities of the Public veterinary service of the Russian Federation.

2. Creation, development and operation of the Federal state information system in the field of veterinary science are performed according to the procedure, established by the Government of the Russian Federation. This procedure shall contain requirements to ensuring access of physical persons and legal entities to information containing in the Federal state information system in the field of veterinary science, to entering of information into it, receipt of information from it, registration of specified persons in it.

3. The Federal state information system in the field of veterinary science contains the following information:

about the bodies and the organizations which are a part of the system of the Public veterinary service of the Russian Federation;

about the registered specialists in the field of veterinary science who are engaged in business activity;

about the certified specialists;

about the objects connected with content of animals, production, conversion, storage, transportation and realization of controlled goods, utilization of biological waste;

about the held preventive, diagnostic, medical and other actions;

about medicines, sterns and feed additives for animals;

about identification and accounting of animals;

about establishment and cancellation of restrictive actions (quarantine);

about implementation of veterinary control at check points through Frontier of the Russian Federation and (or) places of complete customs clearance;

about registration and about issue of veterinary accompanying documents;

about results of veterinary and sanitary examination, laboratory researches of controlled goods;

about identification not conforming to the established requirements of controlled goods.";

Item 2 of Article 5 to state 5) in the following edition:

"2. The system of the Public veterinary service of the Russian Federation includes:

federal executive body in the field of normative legal regulation in veterinary science;

federal executive body in the field of veterinary supervision and territorial authorities and the organizations subordinated to it;

veterinary (veterinary and sanitary) services of federal executive bodies in the field of defense, in the field of internal affairs, in the field of execution of punishments, in the field of the state protection and in the field of safety and the organizations, and also veterinary (veterinary and sanitary) services of federal state bodies subordinated to them in which the military service is provided;

in subjects of the Russian Federation - the executive bodies of subjects of the Russian Federation authorized in the field of veterinary science and organizations subordinated to them.";

Article 7 to state 6) in the following edition:

"Article 7. Veterinary (veterinary and sanitary) services of federal executive bodies in the field of defense, in the field of internal affairs, in the field of execution of punishments, in the field of the state protection and in the field of safety

1. Federal executive bodies in the field of defense, in the field of internal affairs, in the field of execution of punishments, in the field of the state protection and in the field of safety create veterinary (veterinary and sanitary) services, organizational structure, procedure of activities and which financial provision are determined by the corresponding federal executive bodies.

2. Veterinary (veterinary and sanitary) services of federal executive bodies in the field of defense, in the field of internal affairs, in the field of execution of punishments, in the field of the state protection and in the field of safety perform the activities on the objects subordinated to the specified bodies, according to the regulations on these services approved in accordance with the legislation of the Russian Federation is exclusive on the objects subordinated to the specified bodies, under methodical management of federal executive body in the field of normative legal regulation in veterinary science.";

Article 2

Article 36 of the Federal Law of October 14, 2014 No. 307-FZ "About introduction of amendments to the Russian Federation Code of Administrative Offences and separate legal acts of the Russian Federation and about recognition voided separate provisions of legal acts of the Russian Federation in connection with refining of powers of state bodies and municipal authorities regarding implementation of the state control (supervision) and municipal control" (The Russian Federation Code, 2014, No. 42, the Art. 5615) to add with part 3 following of content:

Article 3

Article 4 of the Federal Law of June 4, 2014 No. 145-FZ "About modification of separate legal acts of the Russian Federation concerning military service in bodies of military prosecutor's office and military investigating authorities of the Investigative Committee of the Russian Federation" (The Russian Federation Code, 2014, No. 23, the Art. 2930) to exclude.

Article 4

1. This Federal Law becomes effective from the date of its official publication.

2. Since July 1, 2018 execution of veterinary accompanying documents is made electronically according to article 2.3 of the Law of the Russian Federation of May 14, 1993 No. 4979-1 "About veterinary science", except as specified, established by parts 2.1 and 3 of this Article.

2.1. Since July 1, 2018 execution of veterinary accompanying paper documents in cases is allowed:

1) accidents, natural hazard, catastrophic crash, natural or other disaster which resulted in impossibility of operation of federal state information system in the field of veterinary science, before elimination of their effects;

2) lack of possibility of use of federal state information system in the field of veterinary science in settlements in which there is no access to the Internet including there is no access point determined according to the Federal Law of July 7, 2003 No. 126-FZ "About communication";

3) if veterinary accompanying documents contain the data which are the state secret and (or) other information carried by the federal executive bodies authorized in the field of defense in the field of internal affairs in the field of activities of troops of national guard of the Russian Federation, in the field of execution of punishments, in the field of the state protection and in the field of safety, to the data which are official secret.

2.2. Within 24 hours from the moment of approach of the events specified in Item 1 of part 2.1 of this Article, the federal executive body in the field of veterinary supervision posts on the official site on the Internet information on impossibility of operation of federal state information system in the field of veterinary science.

2.3. The list of the settlements specified in Item 2 of part 2.1 of this Article affirms as each subject of the Russian Federation the supreme executive body of the government of appropriate subject of the Russian Federation in coordination with federal executive body in the field of veterinary supervision. 3. Till July 1, 2019 execution of veterinary accompanying documents on controlled goods to which about day of entry into force of this Federal Law veterinary accompanying documents were not processed is not made or made electronically at the request of the owner of these controlled goods.

4. Till July 1, 2018 execution of veterinary accompanying documents on controlled goods, except the controlled goods specified in part 3 of this Article is made on paper or electronically at the request of the owner of these controlled goods.

5. Requirements of Articles 2.1 - 2.6 Laws of the Russian Federation of May 14, 1993 No. 4979-1 "About veterinary science" (in edition of this Federal Law) regarding implementation of the rights and obligations of officials of veterinary service and other specialists in the field of veterinary science, physical persons and legal entities, individual entrepreneurs when implementing activities for production (catch) of water biological resources, conversion, to storage and realization of catch of water biological resources and products made from them are applied after approval by federal executive body in the field of normative legal regulation in veterinary science of the regulatory legal acts regulating questions of creation of mechanisms of monitoring of veterinary safety of regions of the Russian Federation and areas of production (catch) of water biological resources, applications of profiles of risk for carrying out obligatory researches of products of animal origin including catch of water biological resources and products made from them, forming of the exhaustive list of the bases for carrying out laboratory researches of products of animal origin, including catch of water biological resources and products made from them, but not earlier than January 1, 2016.
