About introduction of amendments to some laws of Ukraine in the field of utilities

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About housing and communal services" (Sheets of the Verkhovna Rada of Ukraine, 2004, No. 47, Art. 514; 2010, No. 49, Art. 571; 2012, No. 7, Art. 53 No. 37, Art. 445, No. 42, Art. 526):

1) in Article 31:

a) the fifth and sixth to exclude parts;

b) the seventh to add part with the paragraph the second the following content:

"Establishment of prices/rates for housing and communal services lower than the size of economically reasonable expenses on their production is not allowed";

c) the ninth to state part in the following edition:

"9. Disputes on forming and establishment of prices/rates for housing and communal services are solved judicially";

d) the tenth to add part with the paragraph third the following content:

"Procedure for compensation of losses of the companies arising during the period of consideration of calculations of rates, establishment and their promulgation by body authorized to establish rates, it is determined by procedure for forming of rates";

Part the second Article 32 to add 2) with the offer of the following content: "In case of availability of means of accounting payment of utilities is performed only based on their indicators for the end of settlement period in accordance with the terms of the agreement, except cases, stipulated by the legislation".

2. In article 20 of the Law of Ukraine "About heat supply" (Sheets of the Verkhovna Rada of Ukraine, 2005, No. 28, Art. 373; 2010, No. 49, Art. 571):
