About first-priority measures for natural disaster response in the Republic of Tajikistan

To the Ministry of Labour, migration and employment of the population of the Republic of Tajikistan, the Ministry of Health and Social Protection of the Republic of Tajikistan, the Ministry of transport of the Republic of Tajikistan, the Ministry of Education and Science of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan, the State committee on land management and geodesy of the Republic of Tajikistan, Committee on architecture and construction under the Government of the Republic of Tajikistan, to Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan, to Committee on environmental protection under the Government of the Republic of Tajikistan, to the Agency of melioration and irrigation under the Government of the Republic of Tajikistan, to Head department of geology under the Government of the Republic of Tajikistan Open for joint-stock holding company of "Barka Tochik", to executive bodies of the government of the Gorno-Badakhshan Autonomous Region and the Rasht district to determine the total amount of damage caused as a result of natural disasters, the amended list of victims, their requirement under repair and recovery of apartment houses, need of resettlement of affected population to new places and constructions of housing, the need for construction materials, food and property objects and to provide to State commission of the Government of the Republic of Tajikistan on emergency situations.

2. To the Ministry of Finance of the Republic of Tajikistan, Government savings bank of Tajikistan of Amonatbonk, the Agency of social insurance and pensions under the Government of the Republic of Tajikistan and to the Agency on the state material reserves under the Government of the Republic of Tajikistan to submit within the shortest possible time to the Government of the Republic of Tajikistan specific proposals on rendering to families, victims of natural disaster, financial support and support at the expense of public funds.

3. To the Ministry of Agriculture of the Republic of Tajikistan and Society "Tochikmatlubot", for the purpose of providing the population of the Gorno-Badakhshan Autonomous Region with food, in the shortest possible time to organize fairs selling agricultural and food products.

4. To the Ministry of Health and Social Protection of the Republic of Tajikistan to organize in regions, victims of natural disaster, mobile units on rendering the round-the-clock medical care and for the purpose of prevention of emergence of infectious diseases and providing the antiepidemiological and sanitary mode, to give to the needing population medical and psychological help.

5. To the ministry of transport of the Republic of Tajikistan, the Ministry of Energy and Water Resources of the Republic of Tajikistan, Committee on environmental protection under the Government of the Republic of Tajikistan. To committee of local development in case of the President of the Republic of Tajikistan, to the Agency of melioration and irrigation under the Government of the Republic of Tajikistan and Open joint-stock holding company of "Barka Tochik" to take urgent measures for cleaning of the rivers of stones and clay, acceleration of shore protection works, recovery of roads and power lines.

6. To open for the Ministry of Finance of the Republic of Tajikistan and Government savings bank of Tajikistan of Amonatbonk for the purpose of attraction of the help from physical persons and legal entities for victims of natural disasters in the Gorno-Badakhshan Autonomous Region and other regions of the country special settlement accounts in Government savings bank of Tajikistan of Amonatbonk in national and foreign currencies.

7. To the state committee on melioration and irrigation of the Republic of Tajikistan, Committee of local development under the Government of the Republic of Tajikistan, to Committee on architecture and construction under the Government of the Republic of Tajikistan, to executive bodies of the government of the Gorno-Badakhshan Autonomous Region and the Rasht district to submit within the shortest possible time within the Government of the Republic of Tajikistan the approved offers on allocation to families, victims of natural disaster, the parcels of land under construction of apartment houses.

8. To the agency on the state material reserves under the Government of the Republic of Tajikistan for the purpose of timely mitigation of consequences of natural disaster according to orders of State commission of the Government of the Republic of Tajikistan on emergency situations to deliver to executive bodies of the government of the Gorno-Badakhshan Autonomous Region and the Rasht district required materials at the expense of the state reserve and the humanitarian assistance.

9. To the state unitary enterprise "Tochiksugurta" within the available opportunities to give timely help to the population, the victim of natural disaster, irrespective of availability of the contract for proprietary insurance.

10. To the Ministry of Foreign Affairs of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan for the purpose of elimination of effects of natural disaster and recovery of the destroyed objects to set up close cooperation with representatives of the diplomatic corps billeted in Tajikistan, the countries of donors and the international organizations.

11. To committee on environmental protection under the Government of the Republic of Tajikistan, to Committee on television and radio under the Government of the Republic of Tajikistan and Academy of Sciences of the Republic of Tajikistan, through mass media it is appropriately wide to reflect explanatory and agitation and propaganda work on the arisen situation, climate change in the country, to progress in elimination of effects spontaneous disaster and to assistance to victims.

12. To the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region and the Rasht district to take urgent measures for completion till November 6, 2015 construction of apartment houses and to providing families, victims of natural disaster, the necessary household equipment.

13. To provide to the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region and the Rasht district at the end of every month in the Government of the Republic of Tajikistan information on the course of accomplishment of this resolution.
