For the purpose of ensuring project implementation "Upgrade of transit corridor" I decide:

1. Approve the enclosed draft agreement on loan (Upgrade of Transit Corridor project) between the Republic of Belarus and the International Bank for Reconstruction and Development * (further - the Agreement) as basis for negotiation.

2. Authorize the Ministry of Transport and Communications on:

negotiation according to the draft agreement, having permitted to make if necessary to it the changes and additions which do not have basic nature;

agreement signature in case of achievement of the arrangement within the approved project.

3. Determine:

3.1. the republican unitary enterprise of highways "Minskavtodor-center" the customer on project implementation "Upgrade of transit corridor" (further - the project);

3.2. the republican unitary enterprise for engineering researches, designing of highways, airfields and artificial constructions on them Belgiprodor the general designer on accomplishment of design and exploration work on the project.

4. Determine that for the purpose of agreement performance the republican unitary enterprise of highways "Minskavtodor-center":

conducts procurement of goods (works, services) for project implementation, and also reflects in financial accounting economic activities according to the Agreement;

constitutes accounting records and represents to the Ministry of Finance and the International Bank for Reconstruction and Development reports on use of means of loan of the called bank attracted to project implementation (further - loan);

the special account in US dollars on the conditions determined in the Agreement for transfer and receipt of means of loan opens in open joint stock company "The Belarusian development bank and reconstruction Belinvestbank.

5. To Council of Ministers of the Republic of Belarus:

provide repayment and servicing of loan at the expense of means of the republican budget in the terms established by the Agreement;
