1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of October 1, 2014 No. 662 "About approval of regulations on departments and territorial authorities of the Ministry of Internal Affairs of the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts for No. 9792) the following changes and amendments:

"14. Functions:

1) exercises control of protection and convoy of arrested and convicts;

4) carries out works on matching, distribution of personnel of National guard of the Republic of Kazakhstan, their training in the higher educational institutions deployed in the territory of the republic and also in military educational institutions of other states on contractual conditions;

5) will be organized by medical support and implementation of supervision of sanitary and epidemiologic wellbeing in places of dislocation of regional commands, connections, military units and military schools of National guard of the Republic of Kazakhstan;

6) participates in holding quarantine, sanitary and anti-epidemic and nature protection actions;

7) is performed by financial, material and medical support;

8) development and timely refining of plans of reduction of troops in combat readiness, operational application in wartime, actions of troops in case of emergency situations;

9) development and organization of events on ensuring combat readiness of troops and control of their accomplishment;

10) planning of office and fighting activities of troops;

11) coordination of work on the organization of operational providing, interaction of subordinates and the interacting governing bodies, and also other managements, departments and services of the Main command;

12) the organization and maintenance of interaction with structural divisions of the Ministry of Internal Affairs, Armed Forces, other troops and military forming, the ministries and departments of the Republic of Kazakhstan;

13) timely execution of decisions, planning of operational application of regional commands, connections and parts, organization of control of their execution;

14) development and timely refining of the action plan of troops in case of emergency situations;

15) the organization of accomplishment of the office and fighting tasks assigned to regional commands, connections and parts;

16) generalization and the analysis of results of office and fighting activities, control of operational situation, condition of military discipline on active service, statistical and reporting data, development of actions for improvement of use of forces and means for the benefit of accomplishment of office and fighting tasks;

17) implementation of actions for ensuring reliable protection of the correctional facilities and faces taken into custody in case of convoy;

18) implementation of special and military transportations;

19) accounting of staff of troops, their regular and payroll number, implementation of constant control behind their condition and respect for regular discipline;

20) completing plan development, the organization of studying and selection of recruits for regional commands, connections and parts of troops, control of condition of their completeness by the military personnel at the call of;

21) control of completing of regional commands, connections and parts of troops by contract servicemen of sergeant and soldier's structure, their training and passing of military service, development of the separate regulating documents regulating passing of military service under the contract according to the legislation of the Republic of Kazakhstan;

22) introduction of offers on planning of mobilization expansion of troops;

23) refining of the mobilization plan of expansion of troops and holding the actions providing autonomous otmobilizovaniye of forming, introduction of offers on development of states, regular and official calculations, calculations of completing for forming of wartime;

24) development of suggestions for improvement of communication system, to rational use of forces and means, implementation of new technologies of communication;

25) implementation of management of organizational and technical actions for expansion and operation of the technology of communication and automated control system for troops on control centers;

26) technical supply of communication system, commissioning of the new telecommunication equipment;

27) implementation of development of the standard automated complexes of tasks on management of troops, the organization of their implementation and maintenance;

28) development, implementation and maintenance of program and mathematical, information, technological and organizational support of the automated complexes of tasks;

29) preparation of offers on distribution of the allocated funds, control of delivery, commissioning and to use of computer aids in troops;

30) development of actions for enhancement of forms and methods of work with documents, to increase in performing discipline;

31) the organization of ensuring protection of the regime and especially protected objects;
