About modification of the Consular charter of the Republic of Belarus
1. Item 21 of the Consular charter of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of February 19, 1996 No. 82 (The collection of the existing regulations of the President of the Republic of Belarus, 1998) to state in the following edition:
"21. General provisions
21.1. The Ministry of Foreign Affairs of the Republic of Belarus in coordination with the state of stay can charge accomplishment of separate consular functions to the honorary consul.
Can be the honorary consul both the citizen of the Republic of Belarus, and the foreign citizen who holds worthy position in public, economic, cultural or other spheres of the state of stay, has necessary personal qualities, and also has opportunity to properly perform the functions assigned to it.
The honorary consul is not in public service of the Republic of Belarus and does not earn from the Republic of Belarus any monetary reward for accomplishment of the functions.
21.2. The honorary consul protects in the consular district the rights and interests of the Republic of Belarus, her citizens and legal entities.
Within the competence the honorary consul promotes development of friendship of the Republic of Belarus with the state of stay, to expansion of trade and economic, scientific, cultural and other ties, development of partnership between business community of the Republic of Belarus and the state of stay.
21.3. The honorary consul is appointed and dismissed by the Ministry of Foreign Affairs of the Republic of Belarus.
21.4. The honorary consul with the permission of the Ministry of Foreign Affairs of the Republic of Belarus and with the consent of the state of stay can carry out obligations of the honorary consul of the third state.
21.5. The following categories of honorary consuls are established:
