About procedure for crediting of producers of commodity vinogradovinodelchesky products

For the purpose of realization of provisions of the Law on grapes and wine the Parliament adopts this law.

Art. 1. - The procedure for crediting of producers of commodity vinogradovinodelchesky products established by this law provides use of long-term public credits (further - the credits) according to their purpose - financing of producers of commodity vinogradovinodelchesky products in the republic for the purpose of development and increase in efficiency of vinogradarsko-wine-making subcomplex.

Art. 2. - The loans are granted for the purpose of creation of grape plantings for production of commodity grapes, matochnik of scion and stock by the square over hectare 0,5 at one owner and for the purpose of ensuring care of these plantings to their complete introduction in fructification in all categories of farms.

Art. 3. - The credits are utilized for:

a) designings and recoveries of grape plantings for production of commodity grapes, matochnik of scion and stock;

b) acquisitions of grape landing material, shpalerny columns, galvanized wire, prishtambovy support, chemicals, fertilizers, machines and the special equipment, petrols, oil, lubricants, incidental and other materials for needs of wine growing;

c) preparation of the soil, landing of grape plantings for production of commodity grapes, matochnik of scion and stock, ensuring care of them to their complete introduction in fructification.

Art. 4. - According to the petition of the Ministry of Agriculture and Food the credits are provided by commercial banks for 15-year term at the expense of the credit resources received from National Bank of Moldova under the percent equal to the rate established by National Bank plus 5 percent, within the amounts provided in the law on the government budget for the corresponding year separately. Repayment of the credits is performed since sixth year after landing of vineyards.
