For the purpose of realization of the rights of citizens to export, transfer and reclamation of personal papers abroad before the adoption of law regulating procedure for export, transfer and reclamation of personal papers of citizens of the Republic of Kazakhstan, foreign citizens and stateless persons abroad the Cabinet of Ministers of the Republic of Kazakhstan DECIDES:
1. Approve Provisional regulations for procedure for export, transfer and reclamation of personal papers of citizens of the Republic of Kazakhstan, foreign citizens and stateless persons from the Republic of Kazakhstan abroad it (is applied).
To the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Internal Affairs, Committee of national security, the Head archive department under the Cabinet of Ministers of the Republic of Kazakhstan together with other interested departments to bring departmental acts and instructions into accord with the approved Provisional regulations.
2. The restrictions connected with export, transfer and reclamation of personal papers of citizens of the Republic of Kazakhstan, foreign citizens and stateless persons abroad do not extend to the documents which are exported, sent, requested within countries of the Commonwealth of Independent States.
The citizens of the former USSR living in the territory of the Republic of Kazakhstan in case of departure on permanent residence on the territory of other state member of the Commonwealth of Independent States, can freely export the military IDs belonging to them.
3. Persons living in the territory of the Commonwealth of Independent States concerning reclamation of personal papers can directly address to those organizations and the organizations within which competence the request is, passing organizations of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
