About approval of regulatory legal acts in the field of veterinary science

For the purpose of implementation of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" the Government of the Republic of Kazakhstan DECIDES:

1. Approve enclosed:

1) Regulations on the state veterinary health control and supervision;

2) the Rules of obligatory withdrawal and extermination of animals, products and raw materials of animal origin constituting special peril for health of animals and the person or their obligatory neutralization (disinfectings) and conversion without withdrawal;

3) Rules and conditions of compensation to physical persons and legal entities of cost of the withdrawn and destroyed sick animals, products and raw materials of animal origin constituting special peril for health of animals and the person;

4) the List of especially dangerous diseases of animals in case of which obligatory withdrawal and extermination of the animals, products and raw materials of animal origin constituting special peril for health of animals and the person are carried out;

5) the List of especially dangerous diseases of animals which prevention, diagnostics and liquidation are performed at the expense of budgetary funds;

6) Rules of implementation of the state veterinary health control when moving of the moved (transported) objects through Frontier of the Republic of Kazakhstan;

7) Rules of the organization of veterinary control posts in border and customs clearance stations (check points through the Frontier of the Republic of Kazakhstan matching with customs border of the Customs union, except for automobile check points).

2. Declare invalid some decisions of the Government of the Republic of Kazakhstan according to appendix.

3. This resolution becomes effective from the date of signing.

Regulations on the state veterinary health control and supervision

1. General provisions

1. This Regulations on the state veterinary health control and supervision (further - the Provision) are developed according to item 4 of article 14 of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" and regulate the main questions on the organization and implementation of the state veterinary health control and supervision in the territory of the Republic of Kazakhstan.

2. In the Provision the following concepts and determinations are used:

1) department of authorized state body in the field of veterinary science (further - department) - the committee of authorized state body in the field of veterinary science exercising the state veterinary health control and supervision;

2) territorial subdivisions of department - the territorial subdivisions located on the corresponding administrative and territorial units (the area, the area, the city of regional or republican value, the capital).

3. Main objectives of the state veterinary health control and supervision:

1) the prevention of infectious diseases of animals, including diseases, general for animals and the person;

2) ensuring veterinary and sanitary safety of subjects to the state veterinary health control and supervision;

3) protection of the territory of the Republic of Kazakhstan from drift and distribution of causative agents of infectious and exotic diseases of animals from other states;

4) the prevention, identification, suppression and elimination of violations of the law of the Republic of Kazakhstan in the field of veterinary science.

4. The state body exercising the state veterinary health control and supervision in the territory of the Republic of Kazakhstan are:

1) department with territorial subdivisions, including veterinary control posts;

2) veterinary divisions of the state bodies containing and using animals.

2. The state veterinary health inspectors exercising the state veterinary health control and supervision in the Republic of Kazakhstan

5. In the Republic of Kazakhstan the state veterinary health control and supervision is exercised:

1) Chief state veterinary health inspector of the Republic of Kazakhstan and his deputies;

2) state veterinary health inspectors of department of authorized body;

3) chief state veterinary health inspectors of territorial subdivisions of department and their deputies;

4) state veterinary health inspectors of territorial subdivisions of department, including veterinary control posts;

5) the state veterinary health inspectors of objects of domestic trade and the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin, and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives;

6) the heads of veterinary divisions of the state bodies containing and using animals, and their deputies exercising the state veterinary health control and supervision of subjects to the state veterinary health control and supervision, belonging to the relevant state bodies.

6. The head of authorized state body in the field of veterinary science has the right to appropriate the special name "Chief State Veterinary Health Inspector of the Republic of Kazakhstan" to the head of department.
