Make changes to Administrative regulations of Federal Service for the Oversight of Consumer Protection and Welfare on provision of the state service in state registration for the first time implemented in production and earlier not used chemical, biological substances and the medicines potentially dangerous to the person produced on their basis (except medicines); the separate types of products constituting potential danger for the person (except medicines); separate types of products, including the foodstuff for the first time imported on customs area of the Customs union, approved by the order of Federal Service for the Oversight of Consumer Protection and Welfare of 23.07.2012 No. 781 (it is registered by the Ministry of Justice of the Russian Federation 12.09. 2012, registration No. 25444), with the changes made by orders of Rospotrebnadzor of 18.12.2012 No. 1173 (27.02.2013, registration No. 27371) is registered by the Ministry of Justice of the Russian Federation, of 30.08.2013 No. 630 (it is registered by the Ministry of Justice of the Russian Federation 03.10. 2013, registration No. 30089), of 16.07.2014 No. 779 (it is registered by the Ministry of Justice of the Russian Federation 04.08. 2014, registration No. 33410), according to appendix.

1. Add Item 10 with paragraphs of the following content:

"In case of receipt of the inquiry sent by the applicant who provided the statement for carrying out state registration of products, substances, medicines to Rospotrebnadzor (its territorial authority) (about modification of the certificate on state registration of products) by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)", the notification on the course of provision of the state service goes to single personal account, and also, at the choice of the applicant, to the e-mail address specified to them or phone number.

The notification on the course of provision of service goes no later than one working day after completion of each ministerial procedure.".

4. State Item 42 in the following edition:

"42. The state fee for provision of the state service is collected based on Items 86, of 87, of the 88th Article 333.33 of Chapter 25.3 of the Tax Code of the Russian Federation (the second part) of August 5, 2000 No. 117-FZ.

For provision of the state service in Federal Service for the Oversight of Consumer Protection and Welfare and its territorial authorities the state fee in the following sizes is collected:

for state registration of new foodstuff, material, product - 5000 rubles;

for state registration of the separate type of products constituting potential danger for the person and also products type for the first time imported on the territory of the Russian Federation - 5000 rubles;

for modification of certificates on state registration of products - 350 rubles.

For modification of the certificate on state registration of products in connection with the mistakes made because of registration body, the state fee is not collected.".

5. Add Item 52 with paragraphs of the following content:

"The opinion of the citizen on quality of provision of the state services comes to light by means of use:

devices of mobile radiotelephone communication;

terminal devices which can be integrated with electronic management system queue;

Internet.

At the end of the procedure of provision of the state service the authorized specialist expert responsible for issue to the applicant of results of provision of the state service suggests the applicant to take part in quality evaluation of the state service provided to it with use of devices of mobile radiotelephone communication.

In case of the consent of the applicant to participation in quality evaluation of the state service provided to it the authorized specialist expert responsible for issue to the applicant of results of provision of the state service gives the contact information necessary for detection of his opinion on quality of provision of the state service provided to them, to the automated information system "Information and Analytical Monitoring System of Quality of the State Services".

If the applicant refused quality evaluation of provision of the state service by means of devices of mobile radiotelephone communication, after receipt of the state service the authorized specialist expert responsible for issue to the applicant of results of provision of the state service informs the applicant on opportunity to use terminal or other device (if technically possible) for quality evaluation of provision of the state service.

Rospotrebnadzor (territorial authority of Rospotrebnadzor) provides provision of results of assessment in the automated information system "Information and Analytical Monitoring System of Quality of the State Services".

The specialist expert responsible for issue to the applicant of results of provision of the state service shall inform the applicant on opportunity to estimate quality of provision of the state services with use of Internet network by means of the polling module of information system of the monitoring of the state services posted on the official sites of territorial authorities of Rospotrebnadzor, on the specialized website ("Your control") in Internet network, and also in personal account of the single portal of the state and municipal services.".
