About modification and amendments in the resolution of Council of Ministers of the Republic of Belarus of December 11, 2012 No. 1135

1. Bring in the resolution of Council of Ministers of the Republic of Belarus of December 11, 2012 No. 1135 "About approval of the Regulations on application of security systems and television systems of video surveillance" (The national legal Internet portal of the Republic of Belarus, 14.12. 2012, 5/36608; 18:12. 2013, 5/38149) following changes and amendments:

1.1. to exclude from preamble of the word "in places of mass accumulation of people";

1.2. in Regulations on the application of security systems and television systems of video surveillance approved by this resolution:

state Items 7 and 8 in the following edition:

"7. Are provided with the means used for creation of television systems of video surveillance:

forming and transfer of the color video image, except as specified, determined in Item 10 of this provision, with frequency of personnel at least 10 frames per second if other is not established by legal acts;

availability of open API for interaction with other systems;

transfer of video flows in real time as directly from cameras, and from video recorders or servers of aggregation under the RTSP/RTP protocol;

support of the ONVIF specification of version 1.02 above with support of ONVIF Profile S, ONVIF Profile G;

coding of video signal in the standards MPEG4 and (or) H.264;

use of the main transport protocol of information transfer of TCP/IP;

secure access to settings of the device;

possibility of remote access to videoarchive;

support of hierarchical management of access rights to all functions of system;

synchronization of events with system of the single exact time;

work in broad range of temperatures (from-30 to +40 °C) in case of arrangement out of the heated or conditioned rooms;
