For the purpose of improvement of quality of provision of the state service in issue based on results of sanitary and epidemiologic examinations, investigations, inspections, researches, testing and other types of the estimates which are drawn up in accordance with the established procedure, the sanitary and epidemiologic conclusions, including in electronic form, ensuring its availability according to requirements of the Concept of development of procedures for granting of the state and municipal services in electronic form approved by the order of the Government of the Russian Federation of 25.12.2013 No. 2516-r (The Russian Federation Code, 13.01. 2014, No. 2 (part II), the Art. 155), and also according to the order of the Government of the Russian Federation of 06.03.2015 No. 197 "About modification of the order of the Government of the Russian Federation of December 12, 2012 No. 1284" (The Russian Federation Code, 16.03. 2015, No. 11, the Art. 1603) and in connection with the Federal constitutional Law of 21.03.2014 No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation new subjects - the Republic of Crimea and the federal city of Sevastopol" (The Russian Federation Code, 2014, No. 12, Art. 1201; No. 22, Art. 2766; No. 30 (part I), Art. 4203; No. 45, Art. 6129; 2015, No. 1 (part I), Art. 1; No. 1 (part I), Art. 2; No. 1 (part I), the Art. 3) I order:

1. Bring in Administrative regulations of Federal Service for the Oversight of Consumer Protection and Welfare on provision of the state service in issue based on results of sanitary and epidemiologic examinations, investigations, inspections, researches, testing and other types of the estimates which are drawn up in accordance with the established procedure, the sanitary and epidemiologic conclusions, No. 775 <1> approved by the order of Federal Service for the Oversight of Consumer Protection and Welfare of July 18, 2012, changes according to appendix.

1. To state paragraph two of Item 19 of Administrative regulations in the following edition:

"the statement for renewal of the sanitary and epidemiologic conclusion with indication of the renewal reason (reorganization, change of the name, the location of the legal entity or change of surname, name and middle name (in the presence), residences of the individual entrepreneur; reducing the list of the performed works (the rendered services) constituting the licensed type of activity; the technical mistake made in case of execution of the sanitary and epidemiologic conclusion and found after its obtaining) in the form provided in appendix No. 3 to Regulations;".

2. To add Item 34 of Administrative regulations with the paragraph of the following content:

"possibility of assessment by the applicant of quality of provision of the state service by means of use of devices of mobile radiotelephone communication, or terminal devices which can be integrated with electronic management system queue, or the Internet.".

"39. The applicant has the right to submit the application and documents necessary for provision of the state service including containing the data specified in Item 20 of Regulations, one of the following methods:

in case of personal presentation in Rospotrebnadzor (territorial authority of Rospotrebnadzor);

the mailing with the announced value and the inventory of investment;

in electronic form by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)";

through the multipurpose centers of provision of the state and municipal services.

The application in electronic form is signed by the simple digital signature of the applicant. Each enclosed file containing results of sanitary and epidemiologic examinations, investigations, inspections, researches, testing and other types of estimates shall be signed by the strengthened qualified digital signature of the organization which issued the corresponding results.

The maximum term of provision by the applicant of documents in electronic form, necessary for receipt of result of the state service, constitutes seven calendar days from the moment of obtaining by Rospotrebnadzor (territorial authority of Rospotrebnadzor) of the statement for provision (renewal) of the sanitary and epidemiologic conclusion by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)".".

4. To add Item 49 of Administrative regulations with paragraphs of the following content:

"In case of receipt of request of the applicant who provided to Rospotrebnadzor (territorial authority of Rospotrebnadzor) the statement for provision (renewal) of the sanitary and epidemiologic conclusion by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)", the notification on the course of provision of the state service is submitted to the applicant with use of the state information system "Single Portal of the State and Municipal Services (Functions)", and also at the choice of the applicant goes to the e-mail address specified to them or phone number.

The notification on the course of provision of service goes no later than one working day after completion of each ministerial procedure.".

5. To state Item 94 of Administrative regulations in the following edition:

"94. The applicant can address with the claim including in the following cases:

violation of term of registration of a statement about provision of the state service;

violation of term of provision of the state service;

the requirement at the applicant of the documents which are not provided by regulatory legal acts of the Russian Federation for provision of the state service;

refusal in documents acceptance which are provided by regulatory legal acts of the Russian Federation for provision of the state service, at the applicant;

refusal in provision of the state service if the bases of refusal are not provided by the Federal Laws and other regulatory legal acts of the Russian Federation accepted according to them;

request from the applicant by provision of the state service of the payment which is not provided by regulatory legal acts of the Russian Federation;

refusal of the official of Rospotrebnadzor (territorial authority of Rospotrebnadzor) in correction of the made typographical errors and error messages in given as a result of provision of the state service documents or violation of fixed term of such corrections.".
