Article 2

In paragraph one of Item 1 of Article 93.3 of the Budget code of the Russian Federation (Russian Federation Code, 1998, No. 31, Art. 3823; 2007, No. 18, Art. 2117; 2009, No. 1, Art. 18; 2013, No. 19, Art. 2331; 2014, No. 43, Art. 5795; 48, the Art. 6664) the word of "three" to replace No. with the word of "five".

Article 3

In part 9 of article 7 of the Federal Law of April 9, 2009 No. 58-FZ "About modification of the Budget code of the Russian Federation and separate legal acts of the Russian Federation" (The Russian Federation Code, 2009, No. 15, Art. 1780; No. 51, Art. 6151; 2010, No. 40, Art. 4971; No. 49, the Art. 7039) the words "January 1, 2017" shall be replaced with words 2011, "on January 1, 2018".

Article 4

Article 3 of the Federal Law of March 8, 2015 No. 25-FZ "About suspension of action of separate provisions of the Budget code of the Russian Federation" (The Russian Federation Code, 2015, as No. 10, the Art. 1395) to recognize invalid.

Article 5

1. Determine that in 2015:

1) the Government of the Russian Federation submits for consideration and approval in the State Duma of Federal Assembly of the Russian Federation the federal law draft about the federal budget for 2016 no later than October 25, 2015;

2) the Central bank of the Russian Federation no later than October 25, 2015 represents to the State Duma of Federal Assembly of the Russian Federation the project of the main directions of single state monetary policy for 2016 and planning period of 2017 and 2018;

3) (except for regulations on the forecast of social and economic development, on the main directions of budget policy and the main directions of tax policy) regarding planning period are not applied to the subjects of the Russian Federation performing creation and approval of budget statements of subjects of the Russian Federation (drafts of the laws of subjects of the Russian Federation on budgets of subjects of the Russian Federation) and budget statements of territorial state non-budgetary funds (drafts of the laws of subjects of the Russian Federation on budgets of territorial state non-budgetary funds) for 2016, provision of the Budget code of the Russian Federation;

4) the term of introduction by the supreme executive body of the government of the subject of the Russian Federation (local administration) for consideration of legislative (representative) body of the bill of the subject of the Russian Federation on the budget of the subject of the Russian Federation and the bill of the subject of the Russian Federation on the budget of territorial state non-budgetary fund (the municipal legal act of representative body of the municipality about the local budget) is established respectively by the law of the subject of the Russian Federation, the municipal legal act of representative body of the municipality;

5) if the draft of the local budget is constituted and affirms for 2016, the representative body of the municipality has the right to make the decision on development and approval of the mid-term financial plan of the municipality by local administration.

2. Determine that in 2016:

1) agreements (agreements) under which the receiver of means of the federal budget (the budget of state non-budgetary fund of the Russian Federation) according to earlier finished limits of budget obligations assumes obligations which are subject to payment in 2017 at the initiative of the receiver of means of the federal budget (the budget of state non-budgetary fund of the Russian Federation) in connection with not finishing to it limits of budget obligations for the specified year are not terminated;

2) according to decisions of the Government of the Russian Federation the conclusion of agreements (agreements) causing emergence of payment commitments of the Russian Federation for the period exceeding effective period of the approved limits of budget obligations is allowed.

3. Determine that in course of execution of the federal budget in 2015 in addition to cases, stipulated in Article 217 Budget codes of the Russian Federation and the Federal Law of December 1, 2014 No. 384-FZ "About the federal budget for 2015 and for planning period of 2016 and 2017", according to decisions of the Government of the Russian Federation after preliminary consideration by the tripartite commission on questions of the interbudget relations changes can be made to summary budget list of the federal budget without introduction of amendments to the Federal Law of December 1, 2014 No. 384-FZ "About the federal budget for 2015 and for planning period of 2016 and 2017":

1) in connection with increase in budgetary appropriations at provision of budget credits from the federal budget to budgets of subjects of the Russian Federation over the established amount of budgetary appropriations within receipts from return of the budget credits granted to budgets of subjects of the Russian Federation;

2) in case of redistribution of budgetary appropriations on provision of subsidies to budgets of subjects of the Russian Federation on provision of grants to budgets of subjects of the Russian Federation due to the lack for August 15, 2015 of the signed agreements between the main manager of means of the federal budget performing provision of subsidies and public authorities of appropriate subjects of the Russian Federation - receivers of subsidies.

4. Determine that in course of execution of the federal budget in 2016 in addition to cases, stipulated in Article 217 Budget codes of the Russian Federation and the Federal Law on the federal budget for 2016, according to decisions of the Government of the Russian Federation after preliminary consideration by the tripartite commission on questions of the interbudget relations (except as specified, stipulated in Item 1 this part) changes can be made to summary budget list of the federal budget without introduction of amendments to the Federal Law on the federal budget for 2016:

1) in case of redistribution of the budgetary appropriations provided to the federal executive bodies performing functions on development and realization of state policy and normative legal regulation in the field of science, education, culture, healthcare and welfare for the purpose of implementation of decisions of the President of the Russian Federation on pay increase of work of separate employee categories;

2) in connection with increase in budgetary appropriations at provision of budget credits from the federal budget to budgets of subjects of the Russian Federation over the established amount of budgetary appropriations within receipts from return of the budget credits granted to budgets of subjects of the Russian Federation;

3) in case of redistribution of budgetary appropriations on provision of subsidies to budgets of subjects of the Russian Federation on provision of grants to budgets of subjects of the Russian Federation due to the lack for May 1, 2016 of the act of the Government of the Russian Federation establishing distribution of subsidies between budgets of subjects of the Russian Federation, and (or) absence for August 15, 2016 of the signed agreements between the main manager of means of the federal budget performing provision of subsidies and public authorities of appropriate subjects of the Russian Federation - receivers of subsidies.

Article 6

1. This Federal Law becomes effective from the date of its official publication.

2. Determine that action of provisions of Item 1 of part 3 of article 5 of this Federal Law extends to the legal relationship which arose from the date of entry into force of the Federal Law of July 13, 2015 No. 211-FZ "About introduction of amendments to the Federal law "About the Federal Budget for 2015 and for Planning Period of 2016 and 2017".
