For the purpose of program implementation of measures for ensuring reliable protection of private property, small business and private entrepreneurship, to removal of barriers to their accelerated development, the Republic of Uzbekistan approved by the Presidential decree of May 15, 2015 No. UP-4725, of establishment of single rules and requirements within the allowing procedures in the field of business activity at all stages of construction - from stage of preparation of town-planning documentation before input of objects in operation, the Cabinet of Ministers decides:

1. Consider the main directions in case of implementation of measures for further enhancement and optimization of all types of registration and allowing procedures in the field of the construction performed by subjects of entrepreneurship:

creation of equal competitive conditions to subjects of entrepreneurship due to provision of the parcels of land for implementation of business activity only on the basis of tender;

enhancement of the mechanism of issue of permissions to production of installation and construction works of the state architectural and construction supervision of the State committee of the Republic of Uzbekistan by territorial inspectorates for architecture and construction by implementation of notifying procedure.

2. Determine that:

since January 1, 2016 provision in permanent use to legal entities and physical persons of the parcels of land in settlements, the area to hectare 1,0 inclusive, is made for implementation of business activity only on the basis of tender;
