About measures for ensuring accomplishment by the Russian Federation of the obligations provided by the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal

For the purpose of accomplishment by the Russian Federation of the obligations provided by the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal, the Government of the Russian Federation decides:

1. Prohibit import of dangerous wastes for the purpose of their burial or burning in the territory of the Russian Federation.

2. Appoint competent authorities, stipulated in Article 5 Basel Conventions on the Control of Trans-boundary Movement of Hazardous Wastes and their removal (further - the Convention), the Ministry of Natural Resources and Environmental Protection of the Russian Federation and Federal Nature Management Supervision Service.

3. Assign to the Ministry of Natural Resources and Environmental Protection of the Russian Federation as competent authority the following functions:

organization and coordination of fulfillment of requirements of the Convention;

preparation of offers on development and acceptance of the regulatory legal acts directed to accomplishment of the Convention;

representation of interests of the Russian Federation at the Convention Conferences of the Parties, in other working bodies of the Convention, and also by consideration of disputes between the parties according to the procedure of their trial established by the Convention.

4. Assign to Federal Nature Management Supervision Service as competent authority the following functions:

issue of import permits to the Russian Federation, export from the Russian Federation and transit of dangerous wastes for their use as raw materials;

the notification of the relevant competent authorities of the states performing export, import or transit of dangerous wastes on the planned cross-border transportations of this waste.
