"1. Materials of the dismissed criminal case or materials about refusal in initiation of legal proceedings concerning the minors specified in subitems 1 and 2 of item 4 of article 15 of this Federal Law (further - the minors which are not subject to criminal liability), or the copies of such materials certified in accordance with the established procedure without delay are transferred by the body which made the relevant proceeding decision or the prosecutor to the commission on cases of minors and protection of their rights.

Within 10 days from the date of receipt of the materials specified in paragraph one of this Item, the commission on cases of minors and protection of their rights considers question of possibility of application to the minors which are not subject to criminal liability, measures of educational impact or excitement before court of the petition for the placement of these minors to special teaching and educational facilities of the closed type according to the Federal Law of December 29, 2012 No. 273-FZ "About education in the Russian Federation".
