Article 1. Subject of regulation of this Federal Law

This Federal Law governs the relations arising in connection with putting down of apostille on the Russian official documents which are subject to export out of limits of the territory of the Russian Federation and establishes legal and organizational basis and general rules of putting down of apostille in the Russian Federation.

Article 2. The basic concepts and terms used in this Federal Law

In this Federal Law the following basic concepts and terms are used:

1) Convention - The convention canceling the requirement of legalization of foreign official documents of October 5, 1961;

2) authorized body - the federal executive body authorized by the Government of the Russian Federation on bonds with the Hague conference on private international law;

3) competent authority - the federal executive body, body of prosecutor's office of the Russian Federation, executive body of the subject of the Russian Federation given in accordance with the legislation of the Russian Federation authority on putting down of apostille;

4) apostille - the stamp conforming to requirements of the Convention and this Federal Law, which is put down by competent authority on the Russian official document or on the single sheet fastened to this document, and certifying authenticity of the signature and position of person which signed the document and in proper case authenticity of seal or stamp which fasten this document;

5) the register of apostilles - the systematized code of documentary data on the put-down apostilles which is kept by competent authority according to the procedure, determined by this Federal Law;

6) the applicant - the physical person or legal entity which made in competent authority inquiry about putting down of apostille.
