Approve the enclosed changes which are made to the order of the Government of the Russian Federation of May 5, 2014 No. 404 "About some questions of program implementation "Housing for the Russian family" within the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation" (The Russian Federation Code, 2014, No. 19, Art. 2438; No. 50, Art. 7070, 7094; 2015, No. 10, Art. 1529; No. 40, Art. 5561).

2. Determine that the loans granted to "Agency of Mortgage Housing Lending" joint-stock company by the "Development Bank and Foreign Economic Activity (Vnesheconombank)" state corporation by the resources of the national welfare fund placed on deposits in the specified corporation according to the subitem "b" of Item 12 of the Requirements to financial assets in which resources of the national welfare fund can be placed approved by the order of the Government of the Russian Federation of January 19, 2008 No. 18 "About procedure for management of resources of the national welfare fund" can be directed to financing (refinancing) of development programs:

the market of lease of the real estate intended for accommodation of citizens, including with use of the mechanism of closed-end investment funds;

mortgage housing lending and market of mortgage securities.

3. Recommend to the "Development Bank and Foreign Economic Activity (Vnesheconombank)" state corporation to consider question of the direction of funds in the amount of 14 billion rubles for the purposes, the stipulated in Item 2 presents of the resolution.
