1. These rules establish procedure of federal state assay supervision.
2. Federal state assay supervision is directed to the prevention, identification and suppression of violations by legal entities, the individual entrepreneurs performing production, use, the address of precious metals in any condition and type, sorting, primary classification and primary assessment of gemstones, their use and the address, the requirements established by international treaties of the Russian Federation, the Federal Law "About Precious Metals and Gemstones", other Federal Laws and other regulatory legal acts of the Russian Federation in the field of production, use and the address of precious metals, and also production (regarding sorting, primary classification and primary assessment of gemstones), uses and addresses of gemstones (further - mandatory requirements), by the organization and conducting checks of specified persons, acceptances of stipulated by the legislation measures of the Russian Federation for suppression and (or) elimination of effects of the revealed violations, the analysis and forecasting of condition of execution of mandatory requirements when implementing by legal entities and individual entrepreneurs of the activities.
