The Cabinet of Ministers of Ukraine decides:

1. Allocate to the Ministry of Regional Development, Construction and Housing of means in the amount 109000 thousand hryvnias by balance of the State fund of protection of the surrounding environment which was formed for January 1, 2014, for financing in 2014 of project and construction works on the "Reconstruction of Constructions of Purification of Waste Sewer Waters and Construction of Processing Line on Processing and Utilization of Rainfall of the Bortnichesky Station of Aeration" project (further - budgetary funds), namely:

5000 thousand hryvnias - for adjustment of the project documentation of stage "project" and developments of working documentation of the fifth start-up complex of the first priority;

104000 thousand hryvnias - for project implementation of construction of the fifth start-up complex of the first priority.

2. In partial change of Item 6 of the Procedure for public financing of the capital construction approved by the resolution of the Cabinet of Ministers of Ukraine of December 27, 2001 No. 1764 (The Official Bulletin of Ukraine, 2001., No. 52, Art. 2374; 2012, No. 77, the Art. 3123) to permit the Ministry of Regional Development, Construction and Housing to allocate budgetary funds in determined by it in accordance with the established procedure to the receiver of budgetary funds on irretrievable basis irrespective of pattern of ownership provided that the working documentation and fixed assets created by results of performance of works will remain in property of territorial community of Kiev and according to them decisions which consequence their alienation from property of territorial community can be will not be made.
