Chapter 1. General provisions
1. This Instruction determines procedure for establishment and application of rates for services of telecommunication and mail service public (further - rates for services of telecommunication and mail service) which according to the legislation are regulated by the Ministry of Economics of the Republic of Belarus.
2. Action of this Instruction extends:
on the organizations which are a part of the system of the Ministry of Communications and Informatization of the Republic of Belarus and performing activities in the field of telecommunication and mail service based on special permission (license) and also on operators of telecommunication, representatives on the omission of internetwork traffic (further - the organizations), - regarding procedure for forming, establishment and application of rates for services of telecommunication and mail service;
on other legal entities, except specified in the paragraph the second this Item, and the individual entrepreneurs providing services of telecommunication and mail service in the territory of the Republic of Belarus (further - subjects of business activity), - regarding establishment and application of rates for services of telecommunication and mail service.
3. For the purposes of this Instruction terms and their determinations in the values established by the Law of the Republic of Belarus of July 19, 2005 "About telecommunication" are applied (The national register of legal acts of the Republic of Belarus, 2005, No. 122, 2/1142), the Law of the Republic of Belarus of December 15, 2003 "About mail service" (The national register of legal acts of the Republic of Belarus, 2004, No. 2, 2/1007), and also the following terms and their determinations:
telecommunication service package - the commercial offer of subjects of business activity on provision to subscribers of two and more services of telecommunication;
the authorized operator of telecommunication - the operator of telecommunication having the right to the omission of internetwork traffic.
