Form in the cities of Kaspiysk, Murmansk, Petropavlovsk-Kamchatsky, Simferopol and Yuzhno-Sakhalinsk operational staff in sea areas (pools) for the organization of planning of use of forces and means of federal executive bodies and their territorial authorities for fight against terrorism, management of counter-terrorist operations in the territorial sea, exclusive economic zone, on the continental shelf (except for the Baltic Sea) the Russian Federation, in other sea spaces within which the Russian Federation performs sovereignty, the sovereign rights and jurisdiction, and also in the courts floating under National flag of the Russian Federation.
Heads of operational staff in sea areas (pools) if the chairman of the National Anti-Terrorism Committee does not make other decision, on position are heads of boundary bodies of the Federal Security Service in the zones of responsibility established by the chairman of the National Anti-Terrorism Committee.
2. Assign to operational staff in subjects of the Russian Federation the organization of planning of application allocated for fight against terrorism of forces and funds of federal executive bodies and their territorial authorities, and also management of the counter-terrorist operations performed in the territories of subjects of the Russian Federation and in the internal sea waters adjacent to these territories.
2.1. In addition to assign to operational staff in the Kaliningrad and Leningrad regions the organization of planning of use of forces and means of federal executive bodies and their territorial authorities for fight against terrorism, management of counter-terrorist operations in the territorial sea, exclusive economic zone and on the continental shelf of the Russian Federation in the Baltic Sea, and also in the courts floating under National flag of the Russian Federation.
