1. "g) on the decisions of regulating authority made till May 1, 2016 within implementation of the solution of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) on limiting approval (maximum) indexes of change of the amount of the payment for utilities brought by citizens in the municipalities exceeding index of change of the amount of the payment for utilities brought by citizens on average on subjects of the Russian Federation more than at size of maximum permissible variation on certain municipalities from the size of the specified index on the subject of the Russian Federation on the bases specified in subitems "d" and (or) "e" of Item 46 of Bases of forming of indexes of change of the amount of payment of citizens for utilities in the Russian Federation approved by the order of the Government of the Russian Federation of April 30, 2014 No. 400 "About forming of indexes of change of the amount of payment of citizens for utilities in the Russian Federation".".

In Bases of forming of indexes of change of the amount of payment of the citizens for utilities in the Russian Federation approved by the order of the Government of the Russian Federation of April 30, 2014 No. 400 "About forming of indexes of change of the amount of payment of citizens for utilities in the Russian Federation" (The Russian Federation Code, 2014, No. 19, Art. 2434; No. 40, Art. 5425; No. 45, Art. 6237; 2015, No. 12, Art. 1753; No. 37, Art. 5153):

a) in Item 46:

"57(1). The management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) within 7 days from the date of decision making about limiting approval of the index on the municipality exceeding index on the subject of the Russian Federation more than on the subject of the Russian Federation on the bases specified in subitems "d" and (or) "e" of Item 46 of this document directs the notification to federal executive body in the field of state regulation of rates about the made decision with appendix of the following materials and documents to variation size (the originals or copies certified by the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation):

the act of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) of limiting establishment of indexes on municipalities;

the act of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) of limiting approval of the index on the municipality exceeding the index on the subject of the Russian Federation more than at variation size on the subject of the Russian Federation on the bases specified in subitems "d" and (or) "e" of Item 46 of this document approved with representative body of such municipality (in the federal cities - with legislative (representative) public authority of the subject of the Russian Federation);

the materials confirming the bases of limiting establishment of index;

calculation of index for the subject of the Russian Federation;

analysis of social and economic effects of limiting exceeding of index.

57(2). In case of provision of additional measures of social support of the consumer of utilities for the purpose of observance of the established limiting indexes the regulations providing the specified measures (in the presence) are represented.

57(3). At the initiative of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) can be applied to the notification in addition to the documents provided by Items 57 (1) and 57(2) this documents, other documents.";
