1) in Article 31:

a) state part 1 in the following edition:

"1. Movement on highways of the large-size vehicle or vehicle transporting the dangerous goods relating according to the European agreement on the international road delivery of dangerous goods (DOPOG) to loads of the increased danger, except for movements of driverless vehicles with arms, military equipment, vehicles of the Armed Forces of the Russian Federation transporting arms, military equipment and military property is allowed in the presence of the special permissions issued according to provisions of this Article.";

b) state part 2 in the following edition:

"2. Movement on highways of the heavyweight vehicle which mass with load or without load and (or) loading on which axis more than for two percent movements of driverless vehicles with arms, military equipment, vehicles of the Armed Forces of the Russian Federation transporting arms, military equipment and military property exceed the admissible mass of the vehicle and (or) permissible load on axis, except for is allowed in the presence of the special permission issued according to provisions of this Article.";
