About modification of the Budget code of Ukraine of rather target direction of ecological tax

The Verkhovna Rada of Ukraine decides:

I. Bring in the Budget code of Ukraine (Sheets of the Verkhovna Rada of Ukraine, 2010, Art. No. 50-51, 572) the following changes:

1. 43 parts one of Article 64, Item 33 parts one of Article 66 and Item 20-4 - parts one of Article 69 to exclude Item.

2. To add part one of Article 69-1 with Item 4-1 of the following content:

"4-1) 80 percent of ecological tax (except the ecological tax determined by Item 16-1 of part two of article 29 of this Code), including: in rural, settlement, city budgets, budgets of the joint territorial societies which are created according to the law and the perspective plan of forming of the territories of communities - 25 percent, regional budgets and the budget of the Autonomous Republic of Crimea - 55 percent, budgets of the cities of Kiev and Sevastopol - 80 percent".

II. Final provisions

1. This Law becomes effective since January 1, 2016.

2. The sixth article 47 of the Law of Ukraine "About protection of the surrounding environment" (Sheets of the Verkhovna Rada of Ukraine, 1991, No. 41, of Art. 546 with subsequent changes) to state part in the following edition:

"Means local, the Autonomous Republic of Crimea and State funds of protection of the surrounding environment can be used only for financial provision of implementation of nature protection actions, including protection against harmful effects of waters of rural settlements and agricultural holdings, resource-saving actions, including scientific research on these questions, maintaining the state inventory of the territories and objects of natural and reserved fund, and also measures for decrease in environmental pollution and observance of ecological standard rates and standard rates of ecological safety, for decrease in influence of environmental pollution on health of the population".
