For the period, taken place after the meeting of heads of states in Tashkent on June 17, 2004, all tasks set then for the purpose of further development and strengthening of SCO are almost executed. The organization surely goes on the way of expansion of multilateral cooperation of state members forward, actively joins in interaction with other international organizations and the countries.

The permanent bodies working since 2004 Shossekretariat in Beijing and Regional anti-terrorist structure (RATS) in Tashkent - become the efficient collective tools providing smooth functioning of the Organization. The important role of the RATS governing body - Council which shall increase is noted.

For the purpose of increase in efficiency and coordination of work of SCO, all its bodies and mechanisms of the head of states agreed that Council of national coordinators in 2006 will prepare offers on strengthening of role of the Secretariat for the next summit and about renaming of position of his head into the secretary general of SCO.

Heads of states noted importance of acceptance of necessary measures for implementation of the agreements reached during the second meeting of secretaries of the Security Councils of state members of SCO which took place on June 2, 2005 in Astana.

For rendering assistance of RATS in implementation of the Shanghai convention on fight against terrorism, separatism and extremism of the head of states agreed to found institute of permanent representatives of state members on the basis of the principles according to which permanent representatives of state members already function under the Secretariat.
