About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Determine that in 2016 for the Republic of Crimea and Sevastopol:

a) value of the coefficient characterizing extent of development of the sector of small and medium entrepreneurship is established by equal 1,1;

b) value of the effectiveness ratio characterizing overall effectiveness of realization by subjects of the Russian Federation at the expense of subsidy of actions of the state support of small and medium entrepreneurship is established equal 1.

3. The changes approved by this resolution become effective since January 1, 2016.

Changes which are made to acts of the Government of the Russian Federation

1. In the state program of the Russian Federation "Economic development and innovative economy" approved by the order of the Government of the Russian Federation of April 15, 2014 No. 316 "About approval of the state program of the Russian Federation "Economic development and innovative economy" (The Russian Federation Code, 2014, No. 18, Art. 2162; 2015, No. 28, Art. 4229; No. 35, Art. 4979; No. 37, Art. 5153; No. 47, Art. 6583):

a) add the Section II with the paragraph of the following content:

"Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on the state support of small and medium entrepreneurship, including peasant farms, within the subprogramme "Development of small and medium entrepreneurship" of the Program are given in appendix No. 8.";

b) add with appendix No. 8 of the following content:

Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on the state support of small and medium entrepreneurship, including peasant farms, within the subprogramme "Development of small and medium entrepreneurship" of the state program of the Russian Federation "Economic development and innovative economy"

I. General provisions

1. These rules establish the purposes, procedure and conditions of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on the state support of small and medium entrepreneurship, including peasant farms, within the subprogramme "Development of small and medium entrepreneurship" of the state program of the Russian Federation "Economic development and innovative economy" (further respectively - the state support of small and medium entrepreneurship, subsidy).

2. For the purpose of providing financial support of subsidy are provided on execution of the payment commitments arising in case of accomplishment of subjects of the Russian Federation of the powers by public authorities on the state support of small and medium entrepreneurship aimed at providing favorable conditions for development of subjects of small and medium entrepreneurship, increase in competitiveness of subjects of small and medium entrepreneurship, increase in number of subjects of small and medium entrepreneurship, employment of the population and increase in the goods (works, services) providing made by subjects of small and medium entrepreneurship:

a) creation and (or) development of infrastructure of the support of subjects of small and medium entrepreneurship directed to assistance to development of credit granting system;

b) creation and (or) development of infrastructure of support of subjects of small and medium entrepreneurship which activities are directed to rendering consulting support;

c) creation and (or) development of infrastructure of support of the subjects of small and medium entrepreneurship performing activities in the field of industrial and agricultural production and also development and deployment of innovative products, including creation and (or) development of the engineering centers;

d) support of the subjects of small and medium entrepreneurship performing activities in the field of production of goods (works, services);

e) support of the beginning small business entities;

e) support and development of the subjects of small and medium entrepreneurship who are engaged in socially important types of activity;

g) support of the subjects of small and medium entrepreneurship performing activities in the field of national and art crafts, craft activity, rural and ecological tourism including creation and (or) development of infrastructure of support of subjects of small and medium entrepreneurship in the specified areas;

h) support of subjects of small and medium entrepreneurship within implementation of municipal programs (subprogrammes) of development of small and medium entrepreneurship, including monoprofile municipalities;

i) support of the subjects of small and medium entrepreneurship injured with emergency situation;

j) ensuring the activities of the multipurpose centers of provision of the state and municipal services (further - the multipurpose centers) connected with the organization of provision of services of "Federal Corporation on Development of Small and Medium Entrepreneurship" joint-stock company (further - corporation of development of small and medium entrepreneurship), for the purpose of support to subjects of small and medium entrepreneurship;

k) creation and (or) development of infrastructure of support of subjects of small and medium entrepreneurship - private industrial parks;

l) support of programs of ensuring activities (development) of business incubators;

m) creation and (or) development of infrastructure of the support of small business entities giving property support - business incubators;

o) creation and (or) development of infrastructure of the support of subjects of small and medium entrepreneurship giving property support - industrial parks, industrial parks, agro-industrial parks and technoparks.

3. The implementation of actions, stipulated in Item 2 these rules, is performed according to provisions of the Section II of these rules.

4. The concepts used in these rules mean the following:

"business incubator" - the infrastructure of support of subjects of small and medium entrepreneurship created in the form of the organization for the purpose of support of entrepreneurs at early stage of their activities, performing such support by provision in lease of rooms and rendering the services necessary for conducting business activity, including consulting, accounting and legal services, and also holding educational trainings and seminars;

"youth entrepreneurship" - implementation of business activity by young entrepreneurs - physical persons aged up to 30 years (inclusive), legal entities in whose authorized (share) capital the share belonging to persons aged up to 30 years (inclusive) constitutes at least 50 percent;

"the industrial park", "the industrial park", "the agro-industrial park" - the infrastructure of support of subjects of small and medium entrepreneurship including the real estate objects, including the parcels of land, administration, production, storage and other rooms, and the objects of technical and industrial infrastructure providing activities of the park and intended for implementation of production by subjects of small and medium entrepreneurship and provision of conditions for their effective work, and managed by the single operator (managing company);

"technopark" - the infrastructure of support of subjects of small and medium entrepreneurship including real estate objects, including the parcels of land, office buildings, laboratory and production rooms, objects of engineering, transport, residential and social infrastructure created for implementation of activities of subjects of small and medium entrepreneurship in the field of high technologies;

"the private industrial park" - the infrastructure of support of subjects of small and medium entrepreneurship including the real estate objects, including the parcels of land, administration, production, storage and other rooms, and the objects of technical and industrial infrastructure providing activities of the industrial park, intended for implementation of production by subjects of small and medium entrepreneurship and provision of conditions for their effective work, and managed by the single operator - the legal entity (managing company) in whose authorized capital the Russian Federation, the subject of the Russian Federation and (or) the municipality do not participate.

5. The state support of small and medium entrepreneurship is given to subjects of small and medium entrepreneurship which correspond to criteria, the established Federal Law "About Development of Small and Medium Entrepreneurship in the Russian Federation" (except for the subjects of small and medium entrepreneurship specified in parts 3 and 4 of article 14 of the Federal law "About Development of Small and Medium Entrepreneurship in the Russian Federation") and the Federal Law "About Peasant Farm".

6. Provision of subsidies is performed within the budgetary appropriations provided in the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations approved in accordance with the established procedure to the Ministry of Economic Development of the Russian Federation on the purposes specified in Item 2 of these rules.

7. Subsidies are provided to budgets of the subjects of the Russian Federation which underwent competitive selection according to the procedure and on conditions which are established by the Ministry of Economic Development of the Russian Federation.

8. Ministry of Economic Development of the Russian Federation:

a) determines procedure and conditions of competitive selection of subjects of the Russian Federation to which budgets subsidies are provided (further - competitive selection);

b) determines the list, forms and terms of submission of the documents necessary for receipt of subsidies;

c) determines procedure, the list, forms and terms of submission of performance reports of obligations of the subjects of the Russian Federation specified in subitems "g", "e" and "zh" of Item 28 of these rules;

d) determines:

the list and document forms, confirming implementation of expenses of the budget of the subject of the Russian Federation which source of financial provision are subsidies;
