About state regulation of ensuring fertility of lands of agricultural purpose
This Law establishes the legal basis of state regulation of ensuring fertility of lands of agricultural purpose.
In this Law the following basic concepts are used:
land users - the physical persons and legal entities (irrespective of forms of business) having the land area of agricultural purpose in use;
fertility of lands of agricultural purpose - capability of the soil to satisfy the need of agricultural plants for nutrients, air, water, heat, biological and physical and chemical environment and to provide productivity of agricultural plants;
the state regulation of fertility of lands of agricultural purpose - establishment of standards, regulations, standard rates, rules, provisions in the field of ensuring fertility of lands agricultural purpose;
accounting of condition of fertility of lands of agricultural purpose - data collection about agrochemical, ecological, biological and meliorative condition of lands for the purpose of their entering into the State land cadastre;
research of soil deposits - soil sample research for the purpose of assessment of agrochemical indicators, influences of water erosion and other negative factors;
ensuring fertility of lands agricultural purpose - preserving and increase in fertility of lands in agricultural purpose by means of systematic holding agrotechnical, agrochemical, meliorative, phytosanitary, antierosion and other actions;
degradation of lands of agricultural purpose - deterioration in properties of lands in agricultural purpose as a result of natural and anthropogenous impacts;
pollution of the soil - the content in the soil of chemical compounds, radioactive elements, pathogenic organisms in quantity making harmful effects on health of the person, the surrounding environment, fertility of lands of agricultural purpose;
