"29. The financial institution opens the separate special bank account for transfer by the administrator of the amounts of subsidies, and in case lack of such opportunity opens the special account in the servicing bank.
The administrator performs transfer of the subsidies to financial institution charged from the date of the conclusion of the agreement on restructuring/refinancing of obligations signed by the borrower and financial institution, advance payment quarterly on the special bank account last month of prior quarter according to individual funding plan on the payments provided by the appropriate budget program. For this purpose the administrator within 3 (three) working days based on the request of the operator sends the corresponding accounts for payment to bodies of treasury.
