About procurement of scrap and waste of ferrous and non-ferrous metals
This Law establishes legal and organizational basis of activities of legal entities and physical persons for procurement, conversion and realization of scrap and waste of ferrous and non-ferrous metals, determines the main requirements, and also the rights, obligations and responsibility of participants of the legal relationship arising in the field of scrap metal procurement.
The purpose of this Law is ensuring economic safety of the Republic of Tajikistan, creation of conditions for involvement of scrap and waste of ferrous and non-ferrous metals in economic circulation as additional source of raw materials, preserving raw material resources and environment protection.
Operation of this Law does not extend to the relations in the field of procurement of scrap of precious metals.
In this Law the following basic concepts are used: ferrous metals - metals, concentrates, powders, powders and alloys on the basis of iron;
non-ferrous metals - metals, alloys, powders, powders on the basis of aluminum, bismuth, tungsten, cadmium, cobalt, magnesium, copper, molybdenum, nickel, tin, lead, titanium, zinc; concentrates tungsten, molybdenic, niobic, rutile, zirconium and rare-earth metals;
waste of ferrous and non-ferrous metals - the industrial wastes of all stages of repartitions containing ferrous and non-ferrous metals or consisting of them, received both when machining, and when melting and other metallurgical processes and also marriage of the products and details received in production process;
scrap of household origin - the scrap of ferrous and non-ferrous metals which is formed when using products and details of ferrous and non-ferrous metals by citizens for personal reasons;
