About industrial safety of hazardous production facilities
This Law establishes legal, economic and social basis of safety of hazardous production facilities in the Republic of Tajikistan and is directed to identification and the prevention of accidents and accidents on hazardous production facilities.
In this Law the following concepts are used:
- industrial safety of hazardous production facilities (further - industrial safety) - condition of security of the vital interests of the personality and society from accidents on hazardous production facilities and effects of the specified accidents;
- accident - destructions of the constructions and (or) technical devices used on hazardous production facility uncontrollable explosion and (or) emission of dangerous substances, and also violation of engineering procedure, damage of mechanisms, the equipment and constructions which entailed or can entail death of people, damage to their health, the environment and subjects to managing, considerable material losses and violation of conditions of life activity of the population;
- incident - refusal or damage of the technical devices used on hazardous production facility, variation from the mode of engineering procedure, violation of requirements of the regulating technical documents establishing rules of conducting works on hazardous production facility;
- technical equipment - the spare parts, aggregates, mechanisms, the equipment, machine systems operated in productive activity;
- The state register of hazardous production facilities - the single database (client information control system and single data on production facilities) containing information on the hazardous production facilities operated by physical persons and legal entities in the territory of the Republic of Tajikistan;
- identification of hazardous production facilities - identification of objects and the organizations for the purpose of their inclusion in category of hazardous production facilities and determination of their type according to requirements of this Law;
