This Law establishes the legal basis of implementation of export control by state bodies, determines rules of movement of the goods (works, services, results of intellectual activities) falling under export control through customs border of the Azerbaijan Republic

Article 1. The basic concepts used in this Law

1.1. For the purposes of this Law the following concepts are used:

1.1.1. export control - package of measures, providing implementation in the procedure for import to the territory of the Azerbaijan Republic, export established by the legislation of the Azerbaijan Republic from this territory and transit of the goods (works, services, results of intellectual activities) falling under export control;

1.1.2. goods (works, services) dual purpose - goods (works, services) which are used in the civil purposes, but can be used also during creation and production of weapons of mass destruction and means of its delivery, other types of arms, military equipment, supplies;

1.1.3. the nomenclature of the goods (works, services, results of intellectual activities) falling under export control, the list of goods (works, services, results of intellectual activities) which are used during creation and production, and also goods (works, services) of dual purpose, raw materials, materials, including nuclear and special non-nuclear materials, the equipment, scientific and technical information, means used against crime and terrorism; which can be used during creation and production of weapons of mass destruction and means of its delivery, other types of arms, military equipment, supplies.

1.1.4. results of intellectual activities - scientific works, copyright on electronically - computer facilities and programs of information collections, the rights of industrial property, the prospecting rights, goods (the works, services) made by legal entities and physical persons (belonging it) rendered by them the services, arms, military equipment, dual-use goods, industrial designs and "know-how" connected with the special equipment and technologies for production of weapons of mass destruction;

1.1.5. weapons of mass destruction - nuclear, chemical, bacteriological (biological) and toxic weapon.
