1. Determine that:
1.1. for the purposes of this resolution the following terms and their determinations are used:
the blocked garage parking – the multi-level garage parking having by means of the platform locks the message of each level with floor and interroom landings and lift halls of multi-storey apartment houses providing floor-by-floor barrier-free access for inhabitants of houses to parking places of garage parking;
resursonezavisimy quarter – steadily and its population is ecologically safe to provide with all necessary housing and communal services and resources quarter which technical solutions and business case of management of housing and communal services allow autonomous, using local renewable energy resources and sources of underground waters, and also the financial resources received as a result of business activity of the subject of managing of this quarter;
complete engineering economic system of autonomous life support of resursonezavisimy quarter – the subjects to construction engineering and production purpose of resursonezavisimy quarter connected by the general interdependent engineering and economic functional purpose consisting in providing its population with all necessary housing and communal services from local sources. At the same time the functional purpose of the specified objects (except for apartments in apartment houses) cannot be changed by the subject of managing of resursonezavisimy quarter;
