About provision of housing and communal services

For the purpose of enhancement of procedure for provision of separate housing and communal services and ensuring cost reduction on their rendering, enhancement of procedure for financing of the organizations of housing and communal services and increase in efficiency of their activities:

1. Determine that:

1.1. charge of payment for housing and communal services and payments for use of premises in apartment houses of partnerships of owners or the organizations of builders is performed with use of single all-republican information system on accounting, calculation and charge of payment for housing and communal services and payments for use of premises, including through the organizations authorized by local executive and administrative organs performing accounting, calculation and charge of payment for housing and communal services and payments for use of premises;

1.2. the authorized person on management of common property of joint household is appointed by local executive and administrative organ from among the state customers in the field of housing and communal services (further – the state customer) or other state organizations, the organizations in which authorized capitals 50 and more percent of shares (share in authorized fund) belong to the Republic of Belarus and (or) its administrative and territorial units.

The state customer is understood as the legal entity created according to the legislation taking into account regional features and economic feasibility:

for the purpose of management of common property of joint household, and also for the organization of rendering and (or) rendering the main and additional housing and communal services based on agreements, except for services of water supply, water disposal (sewerage), gazo-and electric utility services;

for determination of contractors on content (operation), routine maintenance and overhaul repairs of the subjects to external improvement located within administrative and territorial units;

for the purpose of implementation of other functions determined by the legislation.
