Article 1

1) in Article 2:

a) add with subitem 1.2 of the following content:

"1. 2) the owner of communication network of special purpose - exercising control of communication network of special purpose, including through the relevant control centers, and federal executive bodies owning it on the right of operational management, its territorial authority, the division of federal executive body performing separate powers of the specified federal body;";

b) to add the subitem 33 after words of "telecom operators" with words ", owners of communication networks of special purpose";

2) in Article 16:

a) Item 1 after words of "communication services" to add with words "services of accession and services in traffic transmission,";

b) add with Item 3.1 of the following content:

"3.1. Communication networks of special purpose can be attached to communication network public without transfer in category of communication network public.
