About measures for increase in efficiency of social and economic complex of the Republic of Belarus

In modern conditions of the external economic processes and their negative influence on national economy timely measures on ensuring economic safety, social stability and forming of additional terms are necessary for renewal of sustained economic growth. Realization in practice of internal reserves of development requires initiative and effective work of heads of the companies, acceptance as power vertical of drastic and system measures.

For this purpose I decide:

1. Increase in efficiency of functioning of economy:

1.1. To Council of Ministers of the Republic of Belarus:

take additional measures for providing:

profitable work of the state companies in case of proper quality of management of their assets and decrease in product cost by 25 percent at least;

increases in payment discipline in settlement for the delivered goods, the performed works, the rendered services;

developments of fair competition in the domestic market;

growth and diversification of export;

rational import substitution;

the accelerated development of small and medium business and its involvement in export activities and import substitution;

attraction of the foreign capital in development and creation of productions;

economy of resources by the organizations of all patterns of ownership and improvement of quality of the made products (works, services);

together with National Bank of forward decrease in rates on the credits in economy;

develop offers on:

to privatization (alienation) of objects of state-owned property on the principles of transparency, efficiency and efficiency;
