About fight against religious extremism

This Law determines legal and organizational basis of fight against religious extremism, affirms the rights and obligations of the state bodies and citizens performing fight against religious extremism.

Chapter I. General provisions

Article 1. Basic concepts

1.0. For the purposes of this Law the following basic concepts are used:

1.0.1. religious extremism (religious extremist activities) - because of religious strife, religious radicalism or religionism:

1.0.1.1. the actions directed to violent change of the constitutional system of the Azerbaijan Republic, including to change of its secular nature, and also to violation of territorial integrity of the state or to the forcible seizure of power;

1.0.1.2. creation of illegal armed groups or groups and participation in them;

1.0.1.3. implementation of terrorist activities;

1.0.1.4. participation in armed conflicts outside the Azerbaijan Republic;

1.0.1.5. the actions directed to incitement of national, social or religious hatred, humiliation of national advantage, restriction of the rights or determination of superiority of citizens on national, racial, social or religious feature;

1.0.1.6. compulsion of person to shriving of religion (religious trend), including to implementation of religious practices and rituals or participation in such ceremonies and rituals, and also coercion to receipt of religious education;

1.0.1.7. open appeals to the actions specified in Articles 1.0.1.1 - 1.0.1.5 these Laws;

1.0.1.8. preparation, storage or distribution of the religious and extremist materials the, that is the materials calling for implementation of religious and extremist activities either proving, or justifying such activities;

1.0.1.9. financing of religious extremism;

1.0.2. religious radicalism - religious radicalism is the behavior expressing commitment to extreme religious views within any religion, showing hard line in approval of exclusiveness of these religious views and which is characterized by use of aggressive methods and means in distribution of these views;
