The framework convention on protection of the marine environment of the Caspian Sea

Azerbaijan Republic, Islamic Republic of Iran, Republic of Kazakhstan, Russian Federation, Turkmenistan,

further referred to as with Contracting Parties,

Noting deterioration in condition of the marine environment of the Caspian Sea owing to its pollution from different sources which is result of anthropogenous activities including dumpings, emissions and placement of dangerous, hazardous and other pollutants and waste from the sources which are in the sea and on the land;

The full of determination to keep biological resources of the Caspian Sea for present and future generations;

Recognizing need of providing that activities on the land did not cause damage to the marine environment of the Caspian Sea;

Understanding threat for the marine environment of the Caspian Sea and for its unique hydrographic and ecological characteristics, connected with problem of fluctuations of sea level; Confirming importance of protection of the marine environment of the Caspian Sea;

Recognizing importance of cooperation of Contracting Parties among themselves and with relevant international organizations for the purpose of protection and preserving the marine environment of the Caspian Sea;

AGREED about the following:

I. General provisions

Article 1. Use of terms

For the purposes of this Convention following means:

"Action plan" - the action plan for protection and sustainable development of the marine environment of the Caspian Sea;

"Dumping" - deliberate removal to the marine environment of waste or other materials from courts, aircraft, platforms or other artificially built designs in the Caspian Sea or deliberate burial of courts, aircraft, platforms or other artificially built designs in the Caspian Sea;

"Dangerous substance" - the substance which is toxic, cancerogenic, mutagen, teratogenic or bioaccumulative, especially if it is resistant;

"National authority" - the body appointed by each Contracting Party, coordinating actions in this Contracting Party for accomplishment this "The convention and protocols to it.
