"6. Terms of carrying out appeal (appeals) of citizens of Ukraine on compulsory military service are determined by the Presidential decree of Ukraine. Such decree is published in mass media not later than month before the termination of the year preceding year of appeal (appeals) of citizens of Ukraine on compulsory military service except the decree on appeal (appeals) of citizens of Ukraine on compulsory military service during the special period which is published not later than month prior to carrying out appeal (appeals) citizens of Ukraine on compulsory military service".
