Federal bodies of the government, public authorities of subjects of the Russian Federation and local government bodies within the competence have in accordance with the legislation of the Russian Federation the right to perform measures for perpetuating of memory of the victims of political repressions and to support the organization activity and citizens directed to perpetuating of memory of the victims of political repressions, in particular activities for identification and improvement of places of burials of the victims of mass repressions, detection of archive documents for history of political repressions, creation and replenishment of museum exposures.".
