stating that the Contract on creation of the Common economic space between the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan creates favorable conditions for closer cooperation and comprehensive integration, is equitable to interests of these countries, serves cause of peace and safety,

noting that in Kazakhstan, Kyrgyzstan and Uzbekistan necessary conditions for active participation of all citizens, irrespective of national identity and religion, in all spheres of economic and social and political life, in view of reached in these countries political stability are created,

civil world and interethnic concord,

aiming at all-round development of integration into the fields of rational use of manpower,

expressing concern that negative effects affect economy and moral and psychological climate of society,

intend to resolve the specified issues by means of development and realization of the collateral actions in the field of migration directed on:

- providing conditions for preserving national identity of each people living in the region, developments of national cultures and languages;

- providing conditions for creation of the multi-national and regional companies, the research and production centers promoting rapprochement of economies;

- provision of guarantees to the citizen of one state living in the territory of other state on ownership, use and the order of the property, including on means of production according to the legislation of the state in the location of property;

- permission of questions of money transfer of citizens, including pensions, benefits, the alimony, from one state in another;

- enhancement of the mechanism and procedure for mutual recognition of qualification of citizens, including certificates, diplomas and certificates;

- all-round development of cooperation in the field of use of manpower.
