About modification of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration

Item 7 (1) Rules of preparation of regulatory legal acts of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation of August 13, 1997 No. 1009 "About approval of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration" (The Russian Federation Code, 1997, No. 33, Art. 3895; 2012, No. 49, of the Art. 6880) to add with paragraphs of the following content:
"In case of delegation of power on implementation of normative legal regulation in the established field of activity of the federal executive body reorganized (transformed), abolished to one federal executive body the federal executive body to which the specified powers are delegated, approves new regulatory legal act within such powers and recognizes regulatory legal act of the federal executive body reorganized (transformed), abolished not subject to application, except as specified when the legislation of the Russian Federation is provided possibility of change or recognition voided regulatory legal acts reorganized (transformed), abolished federal executive body as federal executive body to which are delegated the specified powers.
In case of delegation of power on implementation of normative legal regulation in the established field of activity of federal executive body without its reorganization (transformation), abolition to another (another) to federal executive body along with approval by federal executive body to which the specified powers are delegated within such powers of new regulatory legal act the federal executive body which powers on implementation of normative legal regulation are delegated, declares invalid the regulatory legal act which is earlier published by it within such powers.".
