The government of the Republic of Kazakhstan and the Government Russian the Federations which are hereinafter referred to as with the Parties

proceeding from need of creation of conditions for wide and free dissemination of information on social and political, economic and cultural life of two countries,

considering need of providing to journalists and other media men of legal protection and favorable conditions for implementation of their professional activity,

being guided by provisions of the Universal Declaration of Human Rights of 1948;

wishing to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and subsequent the documents of OSCE concerning cooperation in the field of information and the humanitarian sphere

being effective according to article 4 of the Agreement on creation of the Commonwealth of Independent States of December 8, 1991 providing assistance to broad information exchange and need of the conclusion of agreements in the specified area of interaction other agreements reached within the Commonwealth of Independent States and on bilateral basis

agreed as follows:

Article 1

1. In this agreement the stated below terms have the following values:

- "foreign correspondents" means the correspondents of mass media (the agencies, newspapers, magazines, other periodic printing editions, publishing houses, radio and television) registered in the Republic of Kazakhstan who will be accredited in the Russian Federation and the correspondents of mass media registered in the Russian Federation who will be accredited in the Republic of Kazakhstan;

- "the state of accreditation" means the state in which the foreign correspondent is accredited;
