The agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on cooperation in the field of information security

The government of the Russian Federation and the Government of the Republic of Kazakhstan which are hereinafter referred to as by the Parties

being guided by the Almaty Declaration of December 21, 1991,

understanding that lack of regulation of the relations in the field of ownership, use,

orders information, expressed in lack of restrictions or availability of excessive restrictions for its distribution can cause damage to the Parties,

recognizing need of combination of efforts of the Parties and coordination of their activities in the field of information security,

considering mutual interests in practical implementation of the Agreement on mutual ensuring safety of interstate secrets signed on January 22, 1993 in Minsk

agreed as follows:

Article 1.

The parties build the relations in the field of information security (*) on the basis of mutual respect, sovereignty and equality of the Parties, interests and recognition of the rights in the field of homeland security, protection of intellectual and other property according to the universally recognized norms and the principles of international law.

The questions which are not settled by this agreement, and also international agreements which participants are both Parties will be solved in accordance with the legislation of the Russian Federation and the Republic of Kazakhstan.

Article 2.

Each Party takes necessary measures for ensuring protection of the confidential information transferred to it by other Party according to the regulations regulating questions of protection of the state, official and other protected secret in its territory and also according to the Agreement on mutual ensuring safety of interstate secrets signed on January 22, 1993 in Minsk.

The parties not transfer confidential information by others to foreign states, legal entities and physical persons without the consent of the Party from which this information is obtained.
